Performance period is twelve months (base year) plus four one-year optional renewal periods (five years total). Award will be made using Lowest Price Technically Acceptable (LPTA) evaluation: the lowest-priced quote will be evaluated first for technical acceptability and price reasonableness; if acceptable, award proceeds without evaluating higher-priced quotes. Evaluation ranks quotes by total evaluated price including all CLINs plus 50% of Option Year 4 monthly service price with 2.5% escalation. Questions are due November 3; an optional site visit is scheduled November 2 at 10:00 AM CST, requiring RSVP by October 28.
