About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is seeking qualified sources to provide commercial telephone services for the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) across seven naval installations in Florida, Illinois, Virginia, and Pennsylvania. The Navy intends to transition from existing Time Division Multiplexing (TDM) CENTREX business lines to a modern telephony solution supporting Session Initiation Protocol (SIP) and Next Generation 911 (NG911) capabilities. Key requirements include a minimum service availability of 99.9% per calendar month, seamless integration with emergency communication systems, compliance with Kari's Law and Ray Baum's Act, support for diverse endpoint types including digital and IP phones, and compatibility with the existing Information Systems Platform infrastructure. The contract will be structured as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) agreement with Firm, Fixed-Price provisions, and for cloud-based solutions, vendors must obtain DoD Moderate Impact FedRAMP Authorization to Operate. The Sources Sought response deadline is January 27, 2026, with performance anticipated to begin on or around February 1, 2027.
This is designated as a standard procurement with no set-aside used, though the Navy has indicated potential for a small business set-aside if at least two small businesses can demonstrate the capability to perform 50% of the contract effort. The current service provider, AT&T and Verizon voice mail systems, will be replaced as part of this modernization effort. The requirement encompasses approximately 20,560 endpoints across the seven locations, and vendors should provide detailed responses including their recommended approach, implementation risks, transition costs, and estimated monthly and yearly expenses within a 15-page limit. The anticipated period of performance is a five-year ordering period with an option to extend services under FAR clause 52.217-8, though specific award values or budget information are not disclosed in this pre-solicitation notice. The applicable NAICS code is 517111 (Wired Telecommunications Carriers), and the product service code is DG11 (IT and Telecom - Network: Satellite Communications and Telecom Access Services).
