About this file
This is a Questions and Answers document clarifying requirements for a Navy voice system procurement. The government will not specify the vendor's commercial service delivery equipment or installation locations, allowing vendors flexibility in deployment approach. Existing outside/inside cable plant should be reused to the greatest extent possible, and existing telephone numbers will be ported rather than creating new numbers for endpoints. The current TDM service in place is CENTREX analog commercial telephone service (local and long distance), and DSN numbers will not be supported.
For cloud-based solutions, vendors must obtain a DoD Moderate Impact Federal Risk and Authorization Management Program (FedRAMP) Authorization To Operate (ATO) issued by the General Services Administration (GSA), meeting DoD impact-level 2 (moderate) standards based on Federal Information Processing Standard (FIPS) Publication 199. Service delivery will not occur via a Navy Network and is not restricted to Navy-specific cybersecurity requirements beyond the FedRAMP certification if applicable. One question regarding the similarity of service to T1 and PRI configurations at NAS Key West was deferred, requiring vendor clarification during the proposal process.

Question #3:
3a. Please confirm if the service delivery is to be provided over a Navy Network.
Response: Delivery will not be via a Navy Network.
3b. Please confirm if there are specific Navy Cybersecurity requirements or is this only a commercial provided service delivery.
Response: If the proposal includes a Cloud based solution, the vendor must have at least a DoD Moderate Impact Federal Risk and Authorization Management Program (FedRAMP) Authorization To Operate (ATO) issued by the General Services Administration (GSA). Moderate Impact category is based on the federal government mission and the Federal Information Processing Standard (FIPS) Publication 199. All work and requirements, such as the deliverables, stated in this PWS shall specially address how your firm complies with DoD impact-level 2 (moderate) alongside the FedRAMP ATO/certification.

Question #6:
Would the government please identify the type of TDM service in place for the stated number of endpoints at the respective sites?
