About this opportunity

The United States Special Operations Command (USSOCOM) is conducting market research through a Request for Information (RFI) to identify industry sources capable of providing comprehensive, global, end-to-end Commercial Satellite Communications (COMSATCOM) solutions. This RFI is issued solely for information and planning purposes and does not constitute a binding procurement action or promise to issue a future Request for Proposal. Respondents must demonstrate capabilities across eight primary areas: end-to-end solution management as a prime contractor, global space segment access across multiple frequency bands (Ku, Ka, X), commercial media port and gateway services, terrestrial backhaul architecture with geographic diversity and redundancy, 24/7/365 Network Operations Center capabilities, personnel with Top Secret/Sensitive Compartmented Information clearances, security compliance with DoD Risk Management Framework requirements, and transition management experience. Key facility requirements include a DCSA-cleared SECRET-cleared facility within 25 miles of MacDill Air Force Base in Tampa, Florida, with minimum 1,500 square feet of dedicated space and at least five permanently-based cleared personnel. Responses must not exceed 15 pages, single-spaced, 12-point font, with one-inch margins, submitted via email with a 5 MB file size limit by March 25, 2026, at 12:00 P.M. Eastern Standard Time, with questions due by March 12, 2026. The government will not reimburse respondents for costs incurred in preparing their submissions.

This RFI carries no set-aside designation and welcomes responses from all interested parties, including the current incumbent performer, though participation is not mandatory. The required solution must encompass six 25k Legacy UHF channels across EUCOM, AFRICOM, Middle East, and Pacific regions; support for Airborne ISR and Communications on the Move platforms; geographically separated redundant media ports; and the capability to activate new global SATCOM services within four hours of notification. Respondents organizing as consortiums or joint ventures must clearly define their partnership structure, identify the prime contractor, and document established working relationships with demonstrated history on prior efforts, as the government will only credit past performance of teams with proven collaborative experience rather than notional partnerships formed solely for this RFI response. The RFI references a notional 90-day transition scenario involving 700 remotes, 7 media ports, and 14 iDirect Hubs with 1 GHz capacity to evaluate organizational processes for complex network transition management. No specific award value or budget range is disclosed in this market research phase, and respondents should address their experience transitioning global satellite and terrestrial networks with minimum 500 remotes and five media ports as evidence of capability.
