About this file
This is a Questions and Answers document for the Commercial Satellite Communications (COMSATCOM) for USSOCOM J6 Request for Information. The document addresses four key inquiries from prospective respondents regarding submission requirements and eligibility criteria. The Government declined requests to extend the 15-page submission limit or move the March 25th, 2026 deadline, confirming both remain firm unless formally amended. Regarding facility location requirements, the Government clarified that a facility located 200 miles from MacDill Air Force Base does not meet the mandatory 25-mile radius requirement specified in Section 5.5.5 of the RFI, citing the critical need for frequent unscheduled Continuity of Operations exercises, in-person collaboration, and rapid response capabilities that necessitate proximity to the installation.
On consortium and joint venture considerations, the Government specified that past performance credit applies only to established teams with demonstrated history of working together on prior efforts. Prospective partnerships being formed solely for response to this RFI or a potential future RFP do not qualify for past performance evaluation. Respondents organizing as consortiums must clearly define the partnership structure, identify the prime contractor, and document the specific roles each member currently performs, with evaluation focused on the demonstrated experience of each member within their proposed role relative to their established relationship.

Q&As
Commercial Satellite Communications (COMSATCOM) for USSOCOM J6
| Question # | Questions / Comments | Applicable Reference | Government Response |
| 1 | Given the depth of the questions ask and our intent to provide a complete and comprehensive response; can the page limit be augmented from 15 pages to 25? | General | The page limit is currently set at fifteen (15) pages as stated in Section 6.0 of the RFI. Any changes to the submission guidelines will be published through a formal amendment. At this time, the 15-page limit remains in effect. |
| 2 | Given the depth of the questions ask and our intent to provide a complete and comprehensive response; can the submission deadline be extended from March 25th, 2026 to April 3rd, 2026? | General | The response due date is March 25th, 2026, as stated in the RFI. Any extension to the deadline will be formally communicated via an amendment. At this time, the current deadline remains in effect. |
| 3 | If we own and operate a TS cleared facility, over 1,500 square feet and with cleared personnel, but 200 miles from McDill AFB; does that constiture a considerable disadvantage or a non-acceptable obstacle? | Section 5.5.5 | While the Government appreciates the significant investment demonstrated by your company in possessing a TS-cleared facility over 1,500 square feet with cleared personnel, a location 200 miles from MacDill AFB would constitute a non-acceptable obstacle for the requirements outlined in this RFI. |
The 25-mile radius specified in Section 5.5.5 is a critical, non-negotiable operational requirement. The requirement for a facility within a 25-mile radius, for instance, is directly linked to the need for frequent and often unscheduled Continutiy of Operations (COOP) exercises and missions, in-person collaboration between contractor and Government teams, making proximity vital for seamless integration and rapid response. The high operational tempo and critical nature of this mission dictate that any significant logistical friction, such as a 200-mile commute, would introduce unacceptable delays and compromise the program's ability to provide the immediate and responsive support required.
4 If we create a consortium ofr Joint Venture of companies, partnering to respond to this RFI and potential subsequent RFP, does past performance of any of the companies within the consortium count as acceptable past performance and experience?
FAR 15.305 “permits, but does not require, procuring agencies to consider the experience and past performance of these additional entities and personnel in evaluating an offeror’s past performance.
Please advise. Section 5.1.1; 5.2.3; 5.2.4; 5.8.1 The Government acknowledges your reference to FAR 15.305. However, as this RFI is focused on assessing current, existing capabilities, our consideration of past performance applies specifically to established Joint Ventures or prime/subcontractor teams with a demonstrated history of working together. Notional teams or partnerships being considered only for a potential future proposal fall outside the scope of this particular market research. If you are responding as an existing team, you must clearly define the structure of your partnership, identify the prime contractor, and detail the specific roles each member currently performs. The Government's evaluation will focus on the nexus between a member's proposed role and its demonstrated experience within the context of that established relationship.
