About this opportunity
The National Transportation Safety Board seeks Commercial Off-the-Shelf (COTS) software to manage the collection, review, certification, and storage of electronic OGE Form 450 confidential financial disclosure reports, with quotations due August 12, 2026 at 12:00 p.m. EDT and questions due August 9, 2026 at 11:00 p.m. EDT. This is a full and open competition with no set-aside.
Place of performance is Washington, DC. The procurement requires FedRAMP authorization and support for HTTPS/TLS 1.2 encryption, HSTS, single sign-on, multifactor authentication via Okta, and federal encryption standards. The software must include automated form population, document upload capability, role-based access controls, task management, customizable reporting, and automatic deletion of reports beyond retention periods, with online user manual and technical support provided throughout the performance period.
The NTSB requires 230 user licenses with a minimum of four super user/admin licenses, five virtual training sessions during the base year, and at least one annual refresher training session during each option year. The contract structure is a firm-fixed-price purchase order with a base year from September 1, 2026 through August 31, 2027 and four optional years extending through August 31, 2031.
Amendment 0001 issued August 10 clarifies this is a continuation requirement currently performed by incumbent contractor HRWorx, LLC under NTSB Purchase Order 9531BM21P0051. Evaluation uses a best-value tradeoff process weighting Technical Approach as most important, Past Performance second, and Price least important. Quoters must submit a technical approach, up to three past performance references or CPARS evaluations, and firm-fixed pricing for all line items, and must be registered in SAM.gov at award and submit a Section 508 VPAT. The NAICS code is 513210 (Software Publishers); PSC is DA10.
