About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting quotations for Commercial Industrial Services (CIS) Scaffolding services, specifically the provision of labor, services, equipment, and materials for the on-load, assembly, certification, modification, disassembly, and offload of scaffolding and fall protection materials on two naval vessels. The services include fixed and hanging scaffolding systems in multiple height configurations (6.5, 19.5, and 26 feet), crane services for onloading and offloading operations, and manual labor for assembly and disassembly. Key requirements include adherence to NAVSEA standards, OSHA shipyard employment standards (29 CFR 1915), environmental regulations, submission of Test and Inspection Plans and Production Schedule Status Reports prior to work commencement, maintenance of SWRMC-approved Quality Management Systems compliant with current ISO standards, and a 90-day warranty period on corrected or re-performed defective work. The evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, considering price, technical acceptability, and past performance using the Supplier Performance Risk System (SPRS). The deadline for submission of quotations is February 19, 2026 at 1400 Pacific Time, and the deadline for submission of clarification questions via the Request for Specification Clarification Form is February 18, 2026 at 0800 Pacific Standard Time.
This solicitation is designated as a Total Small Business Set-Aside under NAICS 238990 (All Other Specialty Trade Contractors), rendering large businesses ineligible for award. The contract covers two vessels: USS John P. Murtha (LPD-26) with a performance period of February 23 through March 7, 2026, and USS Princeton (CG-59) with a performance period of February 20 through March 8, 2026. The Itemized Pricing Sheet contains 28 contract line items (CLINs 0001-0028) covering various scaffolding configurations, crane services, and labor requirements; however, specific award values are not disclosed in the solicitation notice, as pricing is to be submitted by offerors. The statement of work requires all scaffolding materials to be removed from the vessels and pier by the contract end date, with work to be performed at Naval Base San Diego, California. Quotations must be submitted via email to Samantha Toles (primary) or Dayen Lagunas (secondary) and must include a completed Itemized Pricing Sheet, technical documentation demonstrating an approved Quality Management System, DBIDS registration confirmation, CAGE code and UEI, identification of a lead performance coordinator, and written confirmation of capability to meet delivery dates and perform the described work.
