About this opportunity
The 20th Contracting Squadron, on behalf of Air Forces Central, seeks a Firm-Fixed-Price commercial Software-as-a-Service weather intelligence platform providing high-resolution forecasting, AI-driven predictive modeling, and automated alerts for the U.S. Central Command Area of Responsibility, with quotes due June 24. This is a total small business set-aside conducted under FAR Part 12 simplified commercial procedures.
Place of performance is virtual at the contractor's facility with no on-site presence required; administrative oversight is at Shaw Air Force Base, South Carolina. The service must deliver structured data products to a designated Cross-Domain Solution boundary for integration into classified enclaves including SIPRNet and JWICS to support mission planning and command and control functions.
The platform must include a global AI-native atmospheric prediction engine operating at 25 kilometers resolution with six-hour refresh cycles; high-resolution three-kilometer probabilistic regional modeling over the CENTCOM Area of Responsibility with 15-minute output resolution; configurable decision logic with automated alert generation via RESTful API; continuous automated monitoring for severe weather and environmental shaping events including dust storms, extreme temperatures, and heavy precipitation; and secure API endpoints with classified data delivery via Cross-Domain Solution to SIPR and JWICS enclaves. The service must maintain 99.9 percent minimum monthly uptime and operate within FedRAMP-accredited cloud environments at Impact Level 2 or higher for unclassified networks and Impact Level 6 for classified access. Contractor personnel handling Controlled Unclassified Information or requiring classified access must be U.S. citizens with appropriate background investigations. Initial Operational Capability must be achieved within 14 days of award; Full Operational Capability for the three-kilometer regional model within 30 days.
The base contract period is three months commencing five to ten days after award, with options for a three-month extension and a six-month extension. Estimated contract value is $2 million. Evaluation includes technical approach (written submission and virtual live demonstration), past performance within three years (no more than three contracts evaluated), and price. The NAICS code is 513210, Software Publishers; PSC is DA10. Amendment 0001, issued June 16, revised the Performance Work Statement and extended the due date to June 22.
