About this file

This is Amendment 0001 to solicitation FA480326Q0096, issued by Shaw Air Force Base (FA4803, Contracting Office) on June 16, 2026. The amendment revises the solicitation to incorporate an updated Performance Work Statement (PWS) dated June 16, 2026, based on government-clarified operational requirements and industry feedback. Key modifications include clarifying that the platform is hosted in a commercial cloud environment, streamlining Cross-Domain Solution (CDS) data delivery requirements, and establishing a phased implementation schedule. The solicitation number is updated to FA480326Q00960001, and the response due date is extended from June 12, 2026 to June 22, 2026. The requirement description for CLIN 0001 changed from "Full JWICS/C2/SIPR/NIPR Integration Weather Intelligence SaaS Subscription" to "Commercial Weather Intelligence SaaS Subscription." Performance periods are adjusted: the basic requirement runs July 1 to September 30, 2026; Option CLIN 0002 runs October 1 to December 31, 2026; and Option CLIN 0003 runs January 1 to June 30, 2027.

The amendment introduces evaluation factors for award under FAR 52.212-2 (Evaluation-Commercial Products and Commercial Services, Deviation 2026-O0038). Evaluation is based on three primary factors: Technical Approach (feasibility and understanding of PWS requirements, assessed through written submission and potential live virtual demonstration via Microsoft Teams), Past Performance (recency, relevancy, and acceptability of similar SaaS and secure data delivery experience within three years, with no more than three contracts evaluated), and Price (reasonableness relative to requirements and technical approach). The total evaluated price includes all CLINs plus 50 percent of CLIN 0003, with the additional 50 percent representing the cumulative price of RFO 52.217-8. Contracting Officer Kelsey L. Brightbill signed the amendment on June 16, 2026.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clause modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) Jan 2026 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Technical Approach

The Government will evaluate the offeror's technical approach based on its feasibility and the degree to which it demonstrates a comprehensive understanding of the requirements in the Performance Work Statement (PWS).

The evaluation of the Technical Approach will be conducted in two phases. First, the Government will evaluate the offeror's written technical submission. Second, for those offerors deemed most highly rated based on the written submission, the Government reserves the right to request a live technical demonstration conducted virtually via Microsoft

Teams or similar secure online meeting platform. An offeror not invited to provide a demonstration will be considered technically unacceptable and will be removed from further consideration for award. The final rating for the Technical

Approach factor will be based on a combined assessment of both the written submission and the virtual demonstration (if held).

If conducted, the live technical demonstration will be evaluated on the following aspects:

User Interface and Experience: The offeror's ability to demonstrate an intuitive, "no-code" or low-code user interface that allows a non-technical user to perform key tasks, such as setting up a custom weather alert and generating a mission-specific forecast.

CDS Integration & Data Delivery Approach: The offeror's ability to demonstrate how their data payload is structured (e.g., JSON/GeoJSON) and to articulate their technical approach for securely pushing this data to the Government's NIPRNet

Cross-Domain Solution (CDS) drop point.

Clarity of Information: The offeror's ability to demonstrate how their platform clearly communicates complex meteorological information, such as model bias and operational impacts, to both expert forecasters and general operational planners.

Past Performance

The past performance evaluation results are an assessment of the offeror's probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror's record of relevant and recent past performance information that pertains to the services outlined in the solicitation requirements. Past performance information will be gathered from information provided by the offeror, information gathered from the Contractor Performance Assessment Reporting System (CPARS). There are two aspects to the past performance evaluation: a) recency & relevancy; b) performance acceptability. Contractors must submit no more than three (3) recent and relevant contracts performed for Federal agencies or commercial customers where offerors performed as the prime contractor that demonstrate offeror's ability to successfully perform the scope and breadth of the requirements described in the Performance Work Statement of this solicitation. Past performance information submitted more than the first three contracts will not be evaluated.

Recency & Relevancy

Each vendor's present/past performance will be evaluated to determine whether it is recent and relevant. Recent past performance is defined as efforts where performance is ongoing or performed within the past three (3) years from the date of issuance of this solicitation. Each vendor's present/past performance will also be evaluated to determine whether it is relevant to the effort being acquired. To be considered Relevant, the past performance must include efforts involving SaaS requirements that are similar in scope and complexity to this solicitation.

Note: Offerors with specific past performance executing secure data delivery (e.g., APIs or data feeds) across military/DoD network boundaries or providing SaaS capabilities to DoD organizations will be evaluated more favorably under the Relevancy assessment. However, previous DoD or military experience is not a mandatory requirement, and offerors with highly relevant commercial experience will still be considered competitive.

Each vendor's recent and relevant past performance will be evaluated, and the vendor will be assigned a single rating of "acceptable" or "unacceptable" based on the vendor's probability of meeting contract performance requirements.

Rating Descriptions:

"Acceptable" - Based on the vendor's performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort, or the vendor's performance record is unknown.

"Unacceptable" - Based on the vendor's performance record, the Government has no reasonable expectation that the vendor will be able to successfully perform the required effort

Price

The Government will evaluate the total proposed price for reasonableness. The price evaluation will consider whether the proposed price reflects a clear understanding of the requirements in the PWS and is consistent with the offeror's proposed technical approach.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

The total evaluated price will be determined by adding the value of each Contract Line Item (CLIN), plus 50% of CLIN 0003. The additional 50% of the CLIN 0003 prices represents the total cumulative price of RFO 52.217-8. Should IAW RFO clause 52.217-8 be exercised in the future, the price will be pro-rated to the actual performance required. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per RFO 15.

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
