About this opportunity
The Department of the Navy Naval Supply Systems Command, through NAVSUP Fleet Logistics Center Pearl Harbor, is soliciting cable television and high-speed internet services for Joint Base Pearl Harbor Hickam under RFQ number N0060426Q4013. This combined synopsis/solicitation for commercial items seeks continuous 24/7 cable television and broadband internet connectivity to existing locations across the base, with the contractor responsible for all labor, equipment, repair parts, supplies, and maintenance. Key requirements include achieving 99% service availability for cable TV channels and internet services, responding to service issues within 24 hours for 99% of reported problems, and completing installations or transfers within 7 calendar days for 99% of requests. Internet services must deliver maximum download speeds of at least 300 Megabits per second via wired connections only, while cable TV service must offer a lineup substantially similar to commercial offerings on Oahu with local and continental U.S. channels. The solicitation closes on February 25, 2026, and this announcement constitutes the only solicitation; no written solicitation document will be issued separately.
This is a sole-source, other-than-full-and-open procurement with Charter Communications Operating LLC (Spectrum Enterprises) identified as the incumbent provider based on its exclusive ownership of the existing fiber optic and copper coaxial cable infrastructure serving the base. The estimated contract dollar value is redacted in the available documents, with performance scheduled for 12 months beginning March 1, 2026 through February 28, 2027. No small business set-aside designation applies to this procurement, and all contractor personnel must be U.S. citizens with appropriate security clearances including DoD Common Access Cards and background investigations at Tier 2 minimum level. The place of performance is Joint Base Pearl Harbor Hickam, Hawaii 96860, with the technical point of contact being Randy Morales at 808-473-0908. Contractor rates for cable and internet services must be at least as low as those offered in comparable areas outside the service territory unless costs are uniquely associated with serving the base.
