About this opportunity
This solicitation sought to procure an upgrade to the Command Post AtHOC Internet Protocol Integration Module for the Giant Voice Mass Notification System at Travis Air Force Base, specifically converting the activation point from a Federal Signal SS2000 siren encoder to a radio directly connected to a computer with a Minimum Shift Keying (MSK) modem. The Department of the Air Force Air Mobility Command required contractors to perform the conversion in Building 31 Room 58, verify and test the system's ability to activate the Giant Voice System directly with 60th Communications Squadron personnel present, and provide updated wiring diagrams. Key contract requirements included a one-year warranty on all new equipment, 24/7 technician availability, and compliance with extensive security requirements for base access including background checks and antiterrorism training. The government planned to evaluate quotations using a comparative process, starting with the lowest-priced proposal and proceeding upward until acceptable technical capability was reached. However, this acquisition has been canceled, with the original quote deadline of August 24, 2025, having been extended while awaiting answers to Requests for Information from the end-user.
This was a Total Small Business set-aside opportunity under NAICS code 334111 (Electronic Computer Manufacturing) with no incumbent contractors mentioned in the documentation. While specific budget ranges were not disclosed, the contract structure was designated as Firm Fixed Price, and the government indicated that all equipment would be government-furnished with contractors responsible only for interconnecting wiring. The work was to be performed during normal business hours (7:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays) at Travis Air Force Base located at 690 Airmen Dr, Travis AFB, California. Contractors were required to maintain SAM registration and demonstrate technical capabilities for computer and telecommunications equipment installation and testing. The solicitation included comprehensive security vetting requirements and contractor responsibility verification procedures, emphasizing the sensitive nature of the military installation environment.
