About this opportunity

The Naval Research Laboratory (NRL) is soliciting proposals for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Development, Support and Integration services to support the Space Systems Development Department's applied research and development programs. The contract requires personnel to perform systems engineering research and development across multiple technical domains including Maritime Domain Awareness, Multi-INT Tracking and Fusion, Data Analysis, Cloud Technology, Software Development, and Infrastructure Support for space and ground support systems. All contractor personnel must possess Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility, and key personnel must hold this clearance at the time of proposal submission. The government will evaluate proposals using a best value trade-off approach considering Technical Understanding/Capability/Approach, Management Capability, Personnel Qualifications, Past Performance, Small Business Participation, and Cost/Price factors, with the first three factors weighted equally and considered more important than the others. Proposals are due by 2:00 PM EST on July 10, 2025, with an anticipated contract start date of October 29, 2025.

This procurement is designated as a 100% small business set-aside, with the current incumbent identified as Analysis Computing and Engineering Solutions Inc. (ACES) under contract N00173-20-C-6002. The contract structure includes a 12-month base period and four 12-month option periods, totaling five years with an estimated level of effort of 824,329 hours across multiple labor categories including Systems Engineers, Software Engineers, Database Engineers, Infrastructure Engineers, and Program Managers. The cost-plus-fixed-fee contract requires offerors to propose six key personnel positions and demonstrate that at least 50% of subcontracted effort will be performed by small business concerns. Work will be performed at the Naval Research Laboratory facilities in Washington, DC, with the government intending to make a single award. The contract includes specific reporting requirements through Contract Data Requirements Lists (CDRLs) for monthly business reports, schedules, and technical documentation, with a 90-day transition phase required after contract award.

The Naval Research Laboratory (NRL) has a requirement to support applied R&D programs for the Space Systems Development Department (SSDD). SSDD is the space and ground support systems research and development (R&D) organization of the Naval Center for Space Technology (NCST), an organization within the U.S. Naval Research Laboratory (NRL) in Washington, DC, which is the designated lead for Navy Space Program technology development and acquisition of space, aerospace and Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems to assist Naval Missions.

SSDD is currently involved in the concept definition and design phases on various advanced concepts studies and projects, which will evolve into future space, aerospace and tactical C4ISR systems. Development responsibilities extend across the entire space/ground spectrum of hardware, software and advanced technologies including digital processing, as well as systems engineering. The purpose of this contract is to provide personnel to perform Systems Engineering Research and Development.
