About this opportunity

The Naval Research Laboratory (NRL) is seeking potential sources for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Development, Support and Integration services. The Office of Naval Research will evaluate contractors capable of performing advanced research and development for scientific, technical, and engineering efforts in space and ground systems. The contract requires personnel with specialized skills in systems engineering, software development, data analysis, and information assurance, with mandatory security clearances including Top Secret/SCI eligibility. Interested contractors must submit a 5-page capabilities statement by December 6, 2024, at 2:00 PM EST, detailing their technical capabilities, relevant experience, and resources aligned with the draft Statement of Work. The RFI is structured as market research to identify qualified sources for potential future solicitation, emphasizing technical expertise in digital processing, communications, payload systems, and advanced technological integration.

This is a recompete of the existing contract N00173-20-C-6002, structured as a Cost Plus Fixed Fee (CPFF) contract with a 12-month base period and four 12-month option periods. The primary performance location will be at NRL in Washington, DC, and the contract falls under NAICS code 541715 for research and development in physical and engineering sciences. There are no specific set-aside designations for this opportunity, indicating open competition among qualified contractors. While specific award values are not disclosed, the contract will focus on developing architectures, designing systems, and supporting software and infrastructure for C4ISR capabilities across space and ground platforms. Contractors will need to demonstrate capabilities across multiple labor categories including systems engineers, program managers, software engineers, and technical specialists with comprehensive technical and security qualifications.
