Database Engineer (1 Key Required)
Experience Level: II, IV, V
Security Clearance:
TS/SCI position. Personnel must possess a final DoD granted TOP SECRET security clearance with SCI eligibility.
Education:
Minimum B.S Degree, Mathematics, Engineering or Computer Science
Experience:
This labor category covers a range of capabilities. The key personnel category needs to ensure continued support of current Naval Center for Spacecraft Technology (NCST) programs.
Minimum relevant experience of two years for Level II, to 12 years for a Level V.
Experience applying software development methodologies and practices, including traditional structured programming as well as object-oriented programming techniques and broad utilization of current software development tools within numerous environments.
o The work pertains primarily to planning, design, development, testing, installation, and maintenance of complex technical software systems.
Experience in producing technical and user documentation, training and system orientation, and consulting with related development teams throughout the software development life cycle.

Experience in all aspects of software development supporting complex Multi-INT processing from initial planning and design to final installation and maintenance.
o Furthermore, database engineers must possess the full spectrum of skills required for the development of software systems.
Enterprise computing and architecture design capability for ground-based analysis systems, to include system information modeling and database design.
Incorporate system architecture using enterprise design, business process modeling (BPM), workflow implementation, and web-based/semantics-based development methodologies.
Develop and implement databases to store raw data collection, Multi-INT fusion products necessary to support dissemination to the warfighter.
Leverage knowledge of terrestrial and space surveillance methodologies, sensor technologies and capabilities, and ability to envision new modes of operation via an evolutionary development process.

Infrastructure Engineer (1 Key Required)

Experience:
Minimum relevant experience of one year for Level I, to 10 years for a Level IV.
A minimum of eight years of directly related experience in the specification and setup of domains, servers, telecommunications networks, remote access systems, and mail servers.
Experience designing and implementing information systems which will adequately support the enterprise infrastructure of the organization, analyzing system requirements and ensuring that systems offer security and effectively integrate with current applications, ensuring that all systems work at optimal levels and offering support to application development department regarding new technologies and system requirements, establishing detailed understanding of infrastructure, application programming, and web and software applications, and managing suites of hardware and software infrastructure components, including Virtual Machine (VM) management in both secure and unsecure network environments supporting complex Multi-INT development to High Availability (HA) operational processing systems for a variety of government clients.
Ability to develop/maintain security documentation, network drawings, and manage multiple related infrastructure components from conceptual design to implementation and operational utilization.
Capability to identify and resolve complex configuration and performance issues within a dynamic infrastructure.
Ability to provide hands-on support, maintenance, performance monitoring, and optimization of managed infrastructure systems. Communicate with a variety of hardware and software vendors to receive quotes and resolve infrastructure challenges.

Experience Minimum relevant experience of one year for Level I, to 15 years for a Level V.
Experience in the systems engineering sciences of satellite and communications systems, system development and integration, and multi-INT data production and fusion, with a primary focus assessing and demonstrating the effectiveness of new concepts and ideas for systems in achieving particular mission goals, formulating overall design concepts, developing criteria to establish the baseline for advancement of state-of-the-art engineering efforts as well as reviewing and assessing overall progress in the development effort phases, resolving technical challenges that can occur due to dynamic changes in characteristics, approach, criteria, and requirements, and integrating stakeholder requirements and multiple design approaches while addressing overall program risk, cost, and schedule constraints.
Demonstrated ability to Plan, organize and execute mission related advanced system planning for assigned missions or program areas.
Conduct continuous analysis of present and future capabilities for assigned areas; establish requirements, ground rules, and assumptions for future programs; and initiate changes to achieve objectives of programs.

Experience Minimum relevant experience of 3-10 years for Level IV, and 7 to 12years for a Level V.
Experienced working on a team with other Systems Engineers analyzing user requirements, concept of operations documents, and high level system architectures to develop system requirements specifications, analyzing system requirements and leading design and development activities, guiding users in formulating requirements, advising alternative approaches, and conducting feasibility studies, providing technical leadership for the integration of requirements, design, and technology, incorporating new plans, designs and systems into ongoing operations, developing system architecture and system design documentation supporting complex Multi-INT processing, and guiding system development and implementation planning through preparation or assessment of systems engineering management, integration, and test plans.
Demonstrated ability to develop complete sets of architectural views enterprises in accordance with the common architecture frameworks (e.g. DoDAF and FEAF).
Experience in leveraging strong business analysis skills and experience to develop business visions and strategies and perform functional decomposition, requirements capture, and process modeling.
Ability to develop/influence ‘system of systems’ architecture development, partitioning functionality across applications and components.
Ability to prepare detailed presentations/briefings to clearly explain the benefits of an architectural approach to clients and stakeholders.

Ability to analyze system requirements, identify software-engineering requirements, and perform trade off studies.
Prepare impact studies related to the addition, deletion, or modification of software requirements to existing Multi- INT efforts as well as future NRL initiatives.
Demonstrate ability to provide independent analysis, verification, and validation of systems software from other developers.

C1. Senior Program Analyst

Minimum relevant experience of three years.
Experience developing and implementing processes to ensure success in meeting organizational objectives, performing a multitude of roles including but not limited to: recruiting, selecting, orienting, training, resolving problems; completing audits; meeting financial objectives by forecasting requirements; preparing annual budgets;
scheduling expenditures; analyzing variances; and initiating corrective actions.
Proficient in the use of Microsoft Office products such as Word, Excel, Outlook, and PowerPoint Experience in establishing an operational budget to support the execution of assigned tasks including scheduling, staffing, materials, and facilities to meet contract requirements.
Ability to monitors the fiscal status of tasks on a continuing basis and develops plans to correct any deficiencies at the earliest possible time.
Demonstrate skill set to make recommendations for the origination or augmentation of policies and procedures to meet specific needs of the customer.
C2. Administrator
Experience Level: II
TS/SCI position. Personnel must possess a final DoD granted TOP SECRET security clearance with SCI eligibility.
Education:
Associate’s Degree in business, language arts or the sciences
Experience:
Minimum of two years of directly related experience providing a variety of clerical and administrative services through the implementation of systems, procedures, policies, and monitoring projects.
Ability to create and revise systems and procedures by analyzing operating practices, recordkeeping systems, forms control, office layout, and budgetary and personnel requirements, and implementing changes.
Ability to resolve administrative problems by coordinating preparation of reports, analyzing data, and identifying solutions.
Demonstrated capability to maintain supplies inventory by checking stock to determine inventory level; anticipate needed supplies; place and expedite orders for supplies; verify receipt of supplies.
o Complete operational requirements by scheduling and assigning administrative projects.
C3. IT Help Desk Support Specialist
Experience Level: I

Education Any combination equivalent to an Associate degree, supplemented by college-level course work in IT/IS, Business or a related field, and COMPTIA Security + certified:
Experience Minimum of two years of directly related experience of increasingly responsible experience providing first level IT support for faculty, staff, and administrators, to include the logging of all service requests received over the phone or through e-mail into the NIT’s help desk service call tracking system. This includes hardware and software troubleshooting and resolution. Perform imaging and other software installations on computers physically at the help desk service location as directed by the government helpdesk team lead. Basic familiarity with user hardware (PCs, Laptops, Mobile Phones, etc.) and software applications (MS Office, Adobe products), and with modern Operating Systems such as Windows, Mac OS, IOS and Android. Hands-on hardware and software troubleshooting and repair techniques, also highly desired.
Ability to assist with providing functional and testing support to key departments on NIT’s IT systems, and related applications (current and new).
o Ability to create, update, track, and complete tickets in IT Help Desk ticketing system for all IT problem.
o Assist with maintaining and tracking reports pertaining to IT Help Desk requests, as directed by helpdesk team lead.
o Assist with the installation and support of desktops, laptops, printers, computer labs, software, and related technology.
o Assist with software installation, patch management and inventory management.
Work cooperatively with technical support staff to resolve system problems.
o Diagnose and troubleshoot basic and low-level end-user software and hardware problems.

An Associate’s Degree in Mathematics, Engineering or Computer Science
Experience:
Minimum relevant experience of 2 years for Level II, to 7 years for a Level V.
Experience providing a systems analyst support for large Multi-INT data systems that includes required technical training to analyze a variety of Multi-INT data sources, determine accuracy of information, and provide recommendations regarding the usefulness of the information to increase the overall value of the mission product.

Minimum of three years of directly related experience in managing data servers and networks, installing new software releases and system upgrades, evaluating, and installing patches, resolving software related problems, performing system backups and recovery, and maintaining data files and monitoring system configuration to ensure data integrity.
o Has knowledge of commonly-used concepts, practices, and procedures within a particular field.
Demonstrated ability to Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.

o Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale.
Ability to perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems, and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as:
o Performing backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
o Create, change, and delete user accounts per request; repair and recover from hardware or software failures.
o Coordinate and communicate with impacted constituencies.
o Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities.
o Configure / add new services as necessary.
o Maintain operational, configuration, or other procedures.
o Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure

C7. Test Engineer
Experience Level: III, IV
TS/SCI position. Personnel must possess a final DoD granted TOP SECRET security clearance with SCI eligibility.
Education Minimum B.S. Degree in Computer Science.
Experience Minimum relevant experience of 1-3 years for Level III, to 3-10 years for a Level IV.
Experience in software development (focused on testing Service Layer or Web Tier development using step by step test procedures and automation).
o Demonstrated the ability to understand/use and be proficient in the following list of tools/libraries/architectures: Hewlett, Packard Unified Functional Tester (UFT), Java, JavaScript (OpenLayers, ExtJS 4.x, jQuery), CM Tools (JIRA, Confluence, FishEye, SVN, Subclipse/etc.), CI Tools (Hudson, Jenkins), Maven, ORM (Hibernate 3.6/4.0+), MVC (Spring, ExtJS 4.x), Apache. Web Mapping Services( WMS, WFS, WMTS), HTML, CSS and XPATH exposed in UFT, and Java Design Patterns & BestPractices.
Capability to test Automation script development (with an ability to eliminate timing for breaking automated functional regression).
Capability to Refine bug specifications that are repeatable and clearly documented (using techniques to capture log content and Firebug message/response detail).
Ability to Manage the agile-sprint life-cycle (detail new features, and regression tests, drafting the VVD for each release, JIRA Dashboards admin and reports).
Ability to Work within modern browser capabilities and limitations in the development stack/ framework (CSS & relative vs. absolute XPATH).
Capability to Perform load testing (ability to develop scripts to apply load to the System Under Test (SUT) and interface with engineers to adjust engineering configuration parameters.
Ability to Perform security testing (ability to test, repeatedly, the interface and all APIs comply with all security requirements).
C8. Test Writer
Experience Level: III

Minimum B.A. or B.S Degree., Language Arts, Mathematics, Engineering or Computer Science
Experience:
Minimum of two years of directly related experience preparing training guides, installation instructions, reports, brochures, and/or manuals for documentation for a wide range of uses, and coordinating graphic designs and production of the documentation, all utilizing a working knowledge of programs, concepts, practices, and procedures.
Ability to assist MDA team in generating program and technical review briefing slides supporting program/project reviews and the following:
o Support MDA team in generating and providing updates to program plans and documentation.
o Explain scientific and technical ideas in simple language.
o Study drawings, specifications, mockups, and product samples.
o Capability to create user documentation for a variety of material, including how-to guides and instruction manuals.
o Ensure technical verbiage is easy to understand by the layperson.
o Gather information on their subjects in libraries and on the web.
o Prepare charts, graphs, or forms to go along with rough drafts.
o Submit copies to managers for feedback.
o Adjust copy as necessary and proofread for grammar and spelling.
o Release the document following final approval.
