About this opportunity
The Department of the Army Medical Command through the West Medical Readiness Contracting Office is soliciting instruments, reagents, and related services to perform automated microbial identification and susceptibility testing for the Brooke Army Medical Center Department of Pathology and Area Laboratory Services. The procurement requires automated mass spectrometry rapid microbiology identification, automated antimicrobial susceptibility testing, automated biochemical identification capabilities, and blood culture incubation and monitoring systems, with all equipment remaining contractor-owned and maintained throughout the contract term. Key requirements include FDA approval for all items, Risk Management Framework cybersecurity compliance with Defense Health Agency standards, Military Health System Genesis interface compatibility, delivery within 30 days of award and installation within six weeks, 24-hour emergency response capabilities, and repair completion within 72 hours. Evaluation will be conducted using the Lowest Price Technically Acceptable methodology without discussions unless deemed necessary, assessing proposals across four primary factors: Technical Capability (instruments, reagents, service, training, and delivery), Risk Management Framework Compliance, MHS Genesis interface compatibility, and Price. The deadline for submitting written questions is April 6, 2026, at 8:00 AM Central Standard Time, with proposals due by April 20, 2026, at 1:00 PM EST following Amendment 0001 extending the original April 13 deadline.
This solicitation is set aside exclusively for Women-Owned Small Businesses under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) with a small business size standard of 500 employees or 150 employees for nonmanufacturers. The contract will be awarded on a firm-fixed-price basis covering a base period from October 1, 2026, through September 30, 2027, followed by four optional one-year periods extending through September 30, 2031, for a potential total contract duration of 60 months. Anticipated annual test volumes include approximately 30,000 mass spectrometry tests, 13,500 combined gram-negative and gram-positive susceptibility tests, 1,620 combined gram-negative and gram-positive identification tests, and 19,920 blood culture bottles, with the government paying only for actual tests ordered, received, and accepted under a cost-per-test structure. All initial RMF cybersecurity authorization costs and warranty-period maintenance must be included in the base quote price, with post-warranty RMF-only maintenance coverage required for six years or as long as the system remains commercially supported. The place of performance is JBSA Fort Sam Houston, Texas 78234, with submission required via email to the designated contracting office representatives.
