About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks trash and recycling collection services for Fort Custer National Cemetery in Augusta, Michigan, with proposals due May 8, 2026 at 4:00 PM EST and questions due May 5, 2026 at 4:00 PM EST. This is an unrestricted, small business competitive solicitation with no set-aside.
Place of performance is Augusta, Michigan. The contract is an IDIQ firm fixed-price award covering one base year plus four optional one-year periods, with a guaranteed minimum of $1,000 and maximum aggregate value not to exceed $45,000. Services include weekly collection of 8-yard general waste dumpsters and 4-yard recycling dumpsters, plus on-call 30-yard rolloff containers for construction debris and headstones (estimated 4 units annually). All pricing must be all-inclusive, with FOB Destination terms and monthly invoicing via Tungsten e-Invoice Network at net 30.
The NAICS code is 562111 (Solid Waste Collection); PSC is S205. Contractors must comply with Service Contract Act wage determination 2015-4853, NCA Operational Standards and Measures, and the Dignity Clause, which mandates special care and reverence for cemetery grounds and headstones with contractor responsibility for replacement of any damage. Access to Government facilities is restricted to Monday–Friday, 8:00 a.m. to 4:00 p.m., excluding federal holidays. Contractors must employ CDL-licensed drivers and maintain all applicable state, county, and local permits.
Evaluation follows Lowest Price Technically Acceptable (LPTA) methodology. Technical evaluation (pass/fail) requires a management plan not exceeding 10 pages, vehicle list, proof of local licensing compliance, and documentation of at least three years' experience in trash collection at similarly-sized cemeteries. Past performance and price are also evaluated. The Government intends to make award without discussions. Quotations must be submitted in four separate volumes (Administrative, Technical Proposal, Past Performance, and Pricing) in Adobe PDF format to April.Graves@va.gov. All offerors must be registered in SAM.gov with completed Online Representations and Certifications. Amendment 0001, issued May 5, 2026, clarifies that only cardboard-only recycling service (not mixed recycling) is required, and contractors must acknowledge this amendment.
