About this opportunity
The Norfolk Naval Shipyard (NNSY), part of the Department of the Navy Naval Sea Systems Command, is seeking to rent one (1) 6000 lbs. minimum COMBILIFT COMBI-CBE forklift for warehouse operations to move materials between tight rows of shelving with enhanced efficiency and safety. This commercial rental procurement requires a specialized battery-powered forklift with multi-directional capabilities, 48V electric system, AC motors, and a standard lift height of 193 inches to maximize warehouse space utilization. Vendors must submit quotes electronically to Aletha Nunley and demonstrate technical capability, compliance with certifications, and provide pricing for daily, weekly, and monthly rental rates. The evaluation criteria prioritize delivery time over price, along with considerations for responsibility, past performance, and technical acceptability. Quotes are limited to 10 pages and must be submitted by July 31, 2025, with vendors required to be registered in the System for Award Management (SAM).
This procurement is designated as Full and Open competition with no set-aside provisions, falling under NAICS code 532490 with a small business standard of $40 million. No incumbent contractors or current service providers are identified in the solicitation documents. The contract will be a Firm Fixed Price (FFP) single award for a one-year rental period from August 18, 2025, to July 31, 2026, though one document references a slightly different timeframe ending June 17, 2026. The forklift must be delivered to NNSY Building 276 in Portsmouth, Virginia, where the contractor will also provide on-site personnel training and maintenance services every 500 running hours or annually. Performance will occur at the Norfolk Naval Shipyard facility, requiring contractors to obtain Defense Biometric Identification System (DBIDS) cards and comply with specific security protocols for accessing the Controlled Industrial Area.
