About this opportunity
The United States Special Operations Command is soliciting proposals for Combat Development Systems Engineering and Technical Assistance (SETA) support from Women-Owned Small Businesses, with proposals due June 5, 2026 at 12:00 PM EST. This procurement is a 100% WOSB set-aside under NAICS code 541690 with a size standard of $19 million.
Place of performance is Camp Lejeune, North Carolina. The contract requires seven full-time analyst positions—C5ISR Analyst, Targeting Analyst, ISS Analyst, Situational Awareness & Effects Analyst, Lethality Analyst, CDD General Analyst, and Requirements Analyst—each designated as Key Personnel and required on-site with limited situational remote work authorized. All seven positions require ACCM read-ins. The Prime Offeror must possess an active and verified Top Secret Facility Security Clearance at proposal submission; teaming partners and subcontractors must be eligible to receive flowdown TS FCL via DD254. All offerors must maintain Level 2 CMMC certification (Self, not C3PAO-certified). Experience substitutes for formal collegiate degrees when documenting elite operational military service in senior enlisted or warrant officer ranks. The ISS Analyst position requires three years of specialized SOF/SMU operational experience, which may be nested concurrently within the 10-year combined operational experience minimum.
The contract structure is Firm Fixed Price for a 12-month base period (July 8, 2026–July 7, 2027) plus four 12-month option periods and one 6-month extension option, extending through January 7, 2032. Travel is priced separately at Cost No Fee with a government plug of $120,000 for the base period and option years 1–4, and $60,000 for the 6-month extension. Total contract ceiling is $675,000. PSC is R408. Evaluation weighs Technical and Past Performance more heavily than Price. Amendment 1, issued May 21, extended the proposal deadline from May 29 and added Q&A responses and updated DD254 documentation.
