About this file

This is a Quality Assurance Surveillance Plan (QASP) for a staffing and personnel management task order under the Combat Development Systems Engineering and Technical Assistance (SETA) Support contract with the Marine Forces Special Operations Command (MARFORSOC). The QASP establishes performance standards and quality metrics across five key service categories: Transition (100% personnel fill on day one), Qualified Personnel (100% skill compliance), Issue Management (resolution of performance issues within one week and customer complaints within two working days), and Position Fill Rates (vacancy fill timelines of 7 days with two-week notice or 21 days without notice). The plan includes specific remedies for non-compliance, including a 1% reduction in the gross price of each Labor Category (LCAT) for each incident where fill-rate timelines are not met, assessed only once per incident and combined at the end of the performance period.

The QASP defines the Government's inspection and evaluation methods as Contracting Officer Representative (COR) inspections, formal customer complaint reviews, and monthly report analysis. Personnel absences exceeding ten days require back-fill per the Statement of Work. The plan emphasizes weekly transition updates and monthly reporting requirements to track contractor compliance with staffing obligations. Remedies for qualified personnel deficiencies include immediate replacement within fourteen days, while performance issues are addressed through retraining or personnel replacement. This QASP applies to the firm fixed-price SETA support contract (H92257-26-R-E010) set aside for small business, issued by United States Special Operations Command.

**Remedy Assessment Example: CONUS LCAT X has an annual cost of $50,000, with a PoP of 1 Oct – 30 Sep. The individual in LCAT X provides 2-weeks’ notice on 1 Feb. On 22 Feb (2 weeks’ notice + 7 days), the Government will assess a 1% reduction of $500 ($50,000 x 1%). This reduction does not compound, and will be assessed only once per incident. i.e. LCAT X is filled on 1 Mar – the total assessed reduction is $500 for the incident beginning on 22 Feb. On 1 Jun this new individual quits with no notice. On 22 Jun (21 days) the Government will assess a second 1% reduction of $500.

Assessed reductions will be combined at the end of the applicable PoP, and reduced from the final invoice amount for that PoP.
