Work encompasses preventive maintenance, emergency repairs, non-emergency repairs, weed and rodent abatement, and minor construction across seven reserve works facilities: Columbia Main Pumping Plant, Columbia Diversion Channel, Columbia Delivery Canal, Columbia Re-lift Pump Plants A, B, C North and C South, and related pipelines. During irrigation season (February through November), delivery-related work operates 24/7 with after-hours on-call response within half-hour during normal hours and four-hour response after hours. The contractor must provide all personnel, labor, materials, supplies, and equipment except a Government-Furnished General Motors truck with boom. Primary and Secondary Ditch Tenders require 10 and 5 years of experience respectively. Contractor must establish a Quality Control Plan within 30 days of award and safety program within 14 days, and maintain an O&M Manager available within 2 hours during business hours and 4 hours after hours.
Evaluation criteria include technical approach and project understanding, contractor experience, past performance verified through CPARS, price reasonableness, and small business subcontracting participation.
