The contractor must designate an Operations and Maintenance Manager available within two hours during business hours and four hours after-hours, and must maintain minimum staffing of two Ditch Tenders with specific experience requirements (10+ years for Primary, 5+ years for Secondary). Key contract requirements include submission of a Quality Control Plan within 30 days of award, development of preventive maintenance schedules for government approval, provision of monthly work order status reports, and compliance with OSHA, CAL-OSHA, and federal safety standards. The pre-solicitation notice was posted on February 6, 2026, with a response deadline of February 16, 2026, and interested parties should submit company information, business size classification, and demonstration of technical capability and resources.

This opportunity carries no set-aside designation and is open to all qualified businesses under NAICS code 561210 with a small business size standard of $47 million. The contracting vehicle uses a four-tier priority system for work execution, with emergency work requiring 24/7 response during irrigation season (February through November) and standard maintenance scheduled during daylight hours Monday through Friday. The contract scope includes maintenance of seven primary facilities: Columbia Main Pumping Plant, Columbia Diversion Channel, Columbia Delivery Canal, various structures, multiple Re-lift Pump Plants, associated pipelines, and related infrastructure such as roads, fences, drainage channels, gates, bridges, and mechanical and electrical equipment. The Performance Work Statement outlines a five-year preventive maintenance schedule extending through 2030, encompassing trash rack replacements, pump gate replacements, bearing repairs, flap gate replacements, diversion channel excavation, and ongoing road maintenance. Specific award value and contract duration have not been disclosed in this sources-sought phase, as the government is gathering information to determine the appropriate acquisition method and small business set-aside feasibility before issuing a formal solicitation.
