About this opportunity
The Naval Supply Systems Command, on behalf of the Naval Medical Research Unit San Antonio (NAMRU-SA), is soliciting access and logistical support for an extreme environmental/cold chamber facility capable of simulating temperatures of -40°C, -20°C, and 0°C for evaluation of medical equipment used by Special Operation Forces. The contractor must provide comprehensive facility support including qualified personnel, equipment modifications, test platform design and creation, and ancillary resources such as cold weather clothing and thermal imaging equipment to conduct a non-human subject research project. Key requirements include maintaining chamber temperature accuracy within ±2°C, ensuring 100% facility availability during all scheduled testing periods (including evenings and weekends), providing qualified technical support personnel on-site or available within 30 minutes during testing, and completing all equipment modifications and test platform setup before testing commences. Performance will be evaluated based on chamber temperature accuracy, facility availability, timely technical support response, and completion of required modifications and platforms by the testing start date. The offer due date is May 5, 2026 at 5:00 PM local time, with contractor responses required within the standard solicitation timeline.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with no incumbent contractor identified in the available documentation. The contract will run for a 12-month period of performance from May 8, 2026 through May 7, 2027, with an estimated scope of 3,000 total tests (25 items × 6 units per condition × 4 temperatures × 5 cycles) to be conducted during multi-week study periods. The NAICS classification is 541380 (Testing Laboratories and Services), and the place of performance is Fort Sam Houston, TX 78234. While no specific award value is provided in the solicitation notice, the contract incorporates standard Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses, including payment via electronic funds transfer through the WAWF system and compliance with NIST SP 800-171 cybersecurity requirements for any controlled unclassified information handling.
Notice text
The Naval Medical Research Unit San Antonio (NAMRU-SA) is conducting critical research on how extreme cold weather conditions and cold soaking affect medical equipment used by Special Operation Forces (SOF). Past evaluations have shown a pattern of equipment malfunctions and material failures in cold environments. This PWS outlines the requirements for a contractor to provide a specialized facility to conduct further testing on specific medical equipment and disposables in environmental chambers that can simulate extreme cold conditions.
The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and other items and services required to provide access and logistical support for an extreme environmental/cold chamber facility. The objective is to support NAMRU-SA's evaluation of medical equipment performance in temperatures of -40C, -20C, and 0C. The scope also includes the modification of the contractor's existing equipment to meet the specific needs of the government's research protocol, including helping form test platforms for the medical equipment and disposables. Contracted facility will provide access and logistical support to conduct a non-human subject research project for NAMRU-SA. A multi-week study will be conducted during the 12-month period of performance. The Sponsor will be given access to the contracted chamber and key resources to include testing equipment, cold chambers, and Department of War (DOW) compliant security as necessary (CUI level).
