Continuation of Description

NAVAL MEDICAL RESEARCH UNIT SAN ANTONIO

Performance Work Statement (PWS)

Project Title: Cold Weather Chamber Rental and Support Services

1.0 Background

The Naval Medical Research Unit San Antonio (NAMRU-SA) is conducting critical research on how extreme cold weather conditions and cold soaking affect medical equipment used by Special Operation Forces (SOF). Past evaluations have shown a pattern of equipment malfunctions and material failures in cold environments. This PWS outlines the requirements for a contractor to provide a specialized facility to conduct further testing on specific medical equipment and disposables in environmental chambers that can simulate extreme cold conditions.

2.0 Scope

The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and other items and services required to provide access and logistical support for an extreme environmental/cold chamber facility. The objective is to support NAMRU-SA's evaluation of medical equipment performance in temperatures of -40C, -20C, and 0C. The scope also includes the modification of the contractor's existing equipment to meet the specific needs of the government's research protocol, including helping form test platforms for the medical equipment and disposables. Contracted facility will provide access and logistical support to conduct a non-human subject research project for NAMRU-SA. A multi-week study will be conducted during the 12-month period of performance. The Sponsor will be given access to the contracted chamber and key resources to include testing equipment, cold chambers, and Department of War (DOW) compliant security as necessary (CUI level).

3.0 Specific Tasks

The contractor shall perform the following tasks:

3.1 Facility and Environmental Chamber Access:

Provide access to an environmental chamber capable of reaching and maintaining temperatures of -40C, -20C, and 0C, with the ability to control humidity levels.

Contractor will provide access to large and small environmental chambers to ensure successful completion of the project.

Ensure the chamber is of sufficient size to allow for multiple simultaneous evaluations and for personnel to work inside.

Ensure the testing platform will function in these extreme temperatures accurately for accurate evaluation of the medical equipment and disposables.

Make the facility and chamber available for day, night, and weekend operations as required to complete the testing schedule, particularly for the cold soaking of medical equipment.

3.2 Logistical and Technical Support:

Provide qualified logistical and technical support personnel to assist NAMRU-SA researchers during the testing period.

Assist in the design, creation, and setup of test platforms required for evaluating the medical equipment.

Provide personnel who are knowledgeable in the operation of the environmental chamber and all related testing equipment.

Contractor will oversee all testing equipment development and calibration to achieve the project goals.

Contractor will oversee the cold chamber, provide subject matter expertise on cold weather experiments and be the main point of contact for NAMRU-SA throughout the project.

3.3 Equipment Modification:

As identified in the Statement of Need, the contractor shall modify their existing equipment to meet the government's specific research requirements. These modifications must be completed before the start of the on-site testing period within the 12-month period of performance.

3.4 Ancillary Equipment:

Provide access to necessary ancillary equipment, which includes, but is not limited to, appropriate cold weather clothing for personnel and thermal cameras for data collection.

4.0 Performance Requirements

The contractor's performance will be measured against the following standards:

Performance Objective

Performance Standard

Environmental Chamber Temperature

The chamber must achieve and maintain set point temperatures of -40C, -20C, and 0C with a tolerance of +/- 2C for the entire duration of each scheduled test cycle.

Facility Availability

The facility, chamber, and support personnel must be available 100% of the scheduled testing times as requested by the Technical Point of Contact (TPOC), including evenings and weekends. Contractor will provide access to resources to assist in safely conducting the project. Access to a smaller cold chamber for material exposure down to -40C.

Technical Support

Qualified technical support personnel must be available on-site or reachable and able to respond within 30 minutes of a request from the TPOC during all testing periods. A workstation will be provided to NAMRU-SA research team during data collection phase of the project. Contractor will be present and onsite on testing days as needed, which will be coordinated 45 days in advance. Personnel to maintain and run the environmental chamber within parameters specified by the NAMRU-SA.

Test Platforms Modifications

All required test platforms and equipment modifications shall be completed and verified as ready for use by the scheduled start of the testing period.

5.0 Deliverables

The primary deliverable is the service of providing a fully functional and supported cold chamber testing environment as described in Section 3.0. A physical report of the test results shall be delivered to NAMRU-SA, who will be on-site to conduct the research and help collect data in real time.

Total tests will include up to 25 items X 6 units per condition X 4 temperatures X 5 cycles which will equal approximately 3,000 tests.

6.0 Period of Performance

The period of performance is May 8 2026 to May 7 2027..

7.0 Place of Performance

All work shall be performed at the selected contractor's facility.

8.0 Government-Furnished Information

The Government (NAMRU-SA) will provide:

All medical equipment and disposables to be tested.

A detailed testing schedule and specific test protocols prior to the start of the testing period.

9.0 Technical Point of Contact (TPOC)

The TPOC for this project is:
