About this opportunity

The USDA Forest Service is seeking a contractor to provide comprehensive maintenance and upgrade services for an ammonia refrigeration system at the Coeur d'Alene Nursery. The scope of work includes replacing obsolete Logix control software, upgrading electrical control panels, replacing six Hansen pressure relief valves, repairing Cooler 11 components, and addressing various system hardware issues for a refrigeration system originally installed in 2003. Contractors must demonstrate expertise in anhydrous ammonia refrigeration systems, Logix software, refrigeration for produce storage, and possess anhydrous ammonia certification. The evaluation will be based on technical capability and past performance, which are considered significantly more important than price. Quotes are due September 16, 2025, at 12:00 noon Pacific Time via email to sarah.ackerman@usda.gov, with work estimated to begin September 24, 2025.

This procurement was originally designated as a small business set-aside but was amended to unrestricted competition due to the agency's inability to make an award under the small business restriction. No incumbent contractors or current service providers are identified in the solicitation documents. While specific contract values are not disclosed, the project falls under NAICS code 238220 with a small business size standard of $19.0 million, suggesting the contract value is below this threshold. The work must be completed by November 15, 2025, providing approximately seven weeks for system upgrades and testing. Performance will take place at the Coeur d'Alene Nursery located at 3600 W Nursery Road in Dalton Gardens, Idaho, with contractors required to work around the nursery's operational requirements during the project timeline.

Update #3 · Latest ·

This solicitation and resultant contract require the Contractor to provide all supplies and services specified in the Schedule. The components were installed as a new system in 2003 and have been in operation since 2004. In addition to the software operating system, which is obsolete, mechanical components of many valves and solenoids have become worn over time due to constant operation since 2004. It will be the responsibility of the contractor to familiarize themselves with the refrigeration system, assess the full type and number of valves to be replaced, procure the necessary components, install them, and test functionality. Assessments by various technicians have located and identified severely failing valves, which are listed in the Schedule. Valves are various in type and installation, and some minor corrections will be required from the Contractor to rectify or re-plumb systems that were previously installed incorrectly, most notably thermosyphon relief valves. All valve and solenoid replacements shall be checked for seal, operation, and survey according to industry standards.

NOTE: This solicitation has been amended to be solicited unrestricted.

NOTE 2: SF-30 for amendment 0001 was just uploaded due to a system error at time of original amendment posting.
