Project CDA Nursery Ammonia Refrigeration System Maintenance and Upgrade

General Information

1.0 Scope of Work

This requirement is for the refrigeration system maintenance and the ammonia cooler system upgrades (software and hardware) at the Coeur d’Alene Nursery. The parts and services covered in this will include, but are not limited to: the contractor furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform the maintenance and rebuild work specified herein, in compliance with the terms, specifications, conditions, and provisions of this solicitation.

Ammonia refrigeration system components were installed as a new system in 2003 and have been in operation since 2004. Mechanical components of the system have worn out over time due to constant operation since 2004. Currently, some of the system components are not able to operate properly due to age and failure. Service maintenance is required on both the system operating software and a variety of components within the physical system due to software obsolescence, system age, and serviceable parts wear.

The Contractor will be required to supply, install, and test the latest version of the Logix System control software. The current Logix software operating system is 23 years old and no longer supported. Replacement is critical for maintaining safe performance of the refrigeration system. The software upgrade also requires electrical service upgrades to three control panels that contain fuses and electrical switches that control individual room components that regulate storage conditions in each room. A fourth control panel shall be removed from the system because it is no longer needed. The Contractor will be responsible for removing old/unnecessary hardware components.

The ammonia system has a series of pressure relief values that protect the system from damage in the event of a malfunction. The valves need to be changed every 5 years (all the valves (6 Hansen Pressure relief valves) on the ammonia storage tanks are due to be replaced) and the plumbing infrastructure around the two thermosyphon valves need to be corrected to be in compliance with industry standards. A variety of valves and system components in Cooler 11 require replacement, including one (1) three-way valve, two (2) actuators, one (1) fan motor, one (1) defrost valve, and several (1-3) liquid feed solenoids.

2.0 Background

The Anhydrous Ammonia refrigeration system was installed in 2003. It is currently operating on the original software which is 23 years old. Replacement of the software is critical for maintaining the safe performance of the refrigeration system. The software upgrade will also require electrical service upgrades to three control panels that contain fuses and electrical switches that control individual room components that regulate storage conditions in each room. The ammonia system has a series of pressure relief values that protect the system from damage in the event of a malfunction. The valves need to be changed every 5 years; all the valves are due to be replaced.

Contractor Requirements

3.0 Technical Requirements / Tasks

The Contractor must be an experienced Anhydrous Ammonia Service Technician and knowledgeable with the Logix software that operates the refrigeration system. Contractor shall upgrade/update where necessary to ensure full functionality of the system. All new software, hardware, and any alterations made by the Contractor shall be compatible with the existing components. The Contractor shall be capable of performing the removal of valves and other components and successfully installing replacement parts. Contractor must also be capable of understanding how to program the operation of new components in the Logix software that operates the cold storage system. Additionally, the Contractor must be capable of programing new and old components throughout the system with the upgraded Logix software system.

Contractor shall:

· Install and connect the latest version of the Logix System control software as well as all necessary control panel hardware, switches, and fuses. Upgrade electrical connections between 3 Logix control panels in the system.

Contractor shall ensure that control parameters are programmed to the values of the current operation of the refrigeration system. The control panel for the seed freezers shall be deleted from the Logix software with the software upgrade. All old/unnecessary hardware components shall be removed.
