About this opportunity

The Air Force Air Combat Command seeks proposals to provide Cockpit/Crew Resource Management and Threat & Error Management program courseware development and training implementation services. The contractor shall develop new and revise existing CRM/TEM courseware using Instructional Systems Development methodology for various aircraft, and provide instructors to conduct initial and continuation training for over 10,000 aircrew across multiple commands from 2024 through 2029 at bases nationwide and overseas. Proposals will be evaluated based on technical approach, past performance, and price, with the technical approach evaluated on a pass/fail basis. Proposals are due by January 18, 2024.

This requirement is set aside for total small business concerns. The NAICS code is 611430 and PSC code is U002. The potential value is over $10 million for a one base year plus five one-year option period of performance from June 2024 to May 2030 to qualify as very relevant past performance. Training will take place at multiple locations including Langley AFB, VA.

The contractor shall provide all personnel, courseware development facilities, equipment, tools, materials, supervision, and other items and services necessary to perform this CRM/TEM courseware development and training. These services shall be for the Combat Air Forces (CAF) and other types of USAF Mission Design Series (MDS) aircraft. MAJCOMs participating in this effort are Air Combat  Command (ACC), Pacific Air Forces Command (PACAF), Air Education and Training Command (AETC) Air Force Global Strike Command (AFGSC) and the Air Force Reserve Command (AFRC). CRM/TEM training will primarily be provided to USAF aircrews but may also include aircrews from other military services and foreign governments and contractor personnel who are instructors in other aircrew training contracts.
