FA4890-23-R-0062 Cockpit Resource Management (CRM) and Threat & Error Management (TEM) – Amendment 0002

Amendment 0002 is hereby issued effec ve 20 December 2023 to incorporate the following changes to the CRM/TEM Combined Synopsis Solicita on issued on 28 November 2023:

1. Update Combo Table 4. Past Performance Relevancy Ra ng Method.

RATING DESCRIPTION

Very Relevant

Effectively performed a DoD CRM training program as prime contractor, subcontractor, or through a contractor teaming arrangement while providing classroom and/or simulator training and courseware development utilizing the Instructional Systems Development (ISD) model. Very relevant in terms of magnitude is a contract or task order that provided CRM training and courseware development for at least 500 students, at least five different aircraft weapon systems and at least 10 locations during each period of performance (i.e., base year, option year, etc.) and the total contract value was more than $10M.

Relevant

Effectively performed any type of CRM training program (DoD or commercial) as prime contractor, subcontractor, or through a contractor teaming arrangement while providing classroom and/or simulator training and courseware development and utilizing the Instructional Systems Development (ISD) model. Relevant in terms of magnitude is a contract or task order that provided CRM training and courseware development for at least 100 students, two or more different aircraft weapon systems and at three or more locations during each period of performance (i.e., base year, option year, etc.) and the total contract value was more than $5M.

Somewhat Relevant

Performance for any military aircrew training program that consists of one or more of the following: academic instruction, simulator instruction, or courseware development utilizing an Instructional Systems Development (ISD) model for at least one location. Somewhat relevant in terms of magnitude is a contract or task order that provided for at least 15 students each period of performance (i.e., base year, option year, etc.) and the total contract value was more than $5M.

Not Relevant Performance efforts that involved no military aircrew training support and little or none of the additional performance efforts or magnitude.

2. Allow offerors to submit one (1) page addi on to outline their past performance experience or ability to manage complex, work forces for the Government to consider in the Performance Confidence Assessment.

3. Post advance Ques on-Comment Matrix with Government response dated 20 December 23 and List of A endees from Virtual Preproposal Conference conducted on 13 December 2023.

4. All other terms and condi ons of the subject combined synopsis/solicita on remain unchanged.
