They still remain 5/10 for Very Relevant. The other ratings have not changed either. Original Relevancy Criteria has five different aircraft weapons systems and at least 10 locations. Amendment 2 Relevancy Criteria also has five different aircraft weapons systems and at least 10 locations. Is it possible your changes didn’t completely publish for Amend 02? | Clarification: When we stated "The Government reduced the number of aircraft types and training locations".. from our response in Question #15, we are referring to the numbers based on the current requirement in our draft solicitation during the acquisition presolicitation stage. The original numbers (higher) were not published as we did not issue a draft solicitation. Before the final combined synopsis solicitation was issued, those numbers were changed (reduced) as a result of internal review. The Government believed the final numbers in the solicitation would promote competition.. | |||

Past Performance Relevancy Rating Method | The descriptions for the Very Relevant and Relevant Past Performance rating factors restrict past performances to only those that provided CRM training. This severely limits competition and does not take into account that many other forms of training (such as aircrew, aircraft maintenance, and flight instruction training) include many elements of CRM. To promote competition, recommend the "CRM" either be removed from the first sentence of each rating factor or "CRM" be replaced with "...CRM, aircrew, aircraft maintenance, and/or flight instruction training..." This would both promote competition and take into consideration that CRM related factors are incorporated into other types of training programs. | CRM-TEM training is the primary focus of this contract. Adding other forms of training as a factor in meeting Past Performance ratings would not indicate the required experience needed based on the CRM core objectives. | |

The para 4.7 is revised as follows: 4.7 Data Rights. The Government has unlimited rights to all documents/materials produced under this contract. All documents and materials produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. All materials shall be maintained such that the information contained therein is organized and is consistent with any regulatory and statutory rules including proper safeguarding. Amendment 0003 will be issued with the revised PWS. |
