About this opportunity

The Defense Health Agency is seeking two identical coagulation analyzers for the Keesler Medical Center at Keesler Air Force Base, Mississippi, along with comprehensive equipment installation, validation, reagents, controls, and maintenance services. The procurement will be structured as either an equipment rental/lease arrangement or on a Cost Per Reportable Result (CPRR) basis, with the contract covering a base year from October 1, 2025, to September 30, 2026, plus four additional one-year option periods extending through September 30, 2030. The analyzers must be FDA-approved, fully automated systems capable of performing coagulation testing with bi-directional interface capabilities, automatic INR calculation, and machine-readable labeling, while maintaining compliance with CLIA and CAP standards. Vendors must also possess an approved Authorization to Operate (ATO) and complete a comprehensive Medical Device and Equipment Risk Assessment (MDERA) to meet DoD cybersecurity requirements. The solicitation response deadline has been extended to June 20, 2025, at 10:00 AM Central Standard Time, following multiple amendments to address vendor questions and provide clarifications.

This procurement is designated as a small business set-aside under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) with a size standard of 1,250 employees, though no current incumbent contractors are identified in the documentation. The contract will support an annual testing volume of 7,750 assays, including 4,000 Prothrombin time (PT) assays, 3,000 Activated Partial Thrombin time (aPTT) assays, 600 d-dimer assays, and 150 fibrinogen assays, with these volumes remaining consistent throughout the five-year contract period. While specific contract values are not disclosed, the pricing structure requires individual Cost Per Reportable rates for each assay type, with monthly payments calculated by dividing the annual total by twelve. The equipment and services will be delivered and performed at the Keesler Medical Center in Biloxi, Mississippi, with the successful contractor required to provide comprehensive training, 24/7 technical support, and annual lot conversions. The procurement emphasizes the need for two completely separate analyzer systems to ensure redundancy and continuous testing capability for the medical facility.
