About this file
This document is an Amendment (0002) to Solicitation HT940825Q0007 for Coagulation Analyzers and Reagents for Keesler Medical Center at Keesler Air Force Base. The amendment provides additional government responses to questions and updates the Statement of Objectives. The requirement is for two identical coagulation analyzers with specific technical specifications, including FDA-approved testing capabilities for Prothrombin time (PT), Activated Partial Thrombin time (aPTT), D-dimer, and Fibrinogen assays. The contract will cover a base year from October 2025 to September 2026 with four one-year option periods, and requires the vendor to provide all equipment, installation, validation, reagents, controls, and maintenance services.
Key technical requirements include fully automated analyzers with bi-directional interface compatibility, on-board user-defined decision rules, cap piercing needles, automatic dilutions, and specific quality control capabilities. The vendor must provide comprehensive training, 24/7 technical support, and perform annual lot conversions. The total annual testing volume includes 4,000 PT assays, 3,000 aPTT assays, 600 D-dimer assays, and 150 Fibrinogen assays. Payment will be on a Cost Per Reportable Result (CPRR) basis, with the vendor required to have an approved Authority to Operate (ATO) throughout the contract duration.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
Q & A
2.2.1 The Vendor will include all reagents, controls and consumables in the contract. The requirement must include reagents to perform 4,000 Prothrombin time (PT) assays, 3,000 Activated Partial Thrombin time (aPTT or PTT) assays, 600 d-dimer assays, and 150 fibrinogen assays annually for 5 years (base plus 4 one-year options).
Question:
Can you please confirm that ALL assays should be quoted with an individual CPR Rate? Even D-DIMER and Fibrinogen assays? Or would you prefer to have only PT and PTT quoted with CPR Rates and D-DIMER and Fibrinogen quoted for purchase as needed separately due to the low volume of tests?
Answer:
All assays should be quoted as required in Attachment 3 Pricing_Coagulation.
As stated in the Addendum to 52.212-1, “The Pricing Worksheet requires unit pricing for each test which is multiplied by the annual quantities provided in the SOO. The Pricing Worksheet’s CLIN total will be divided by 12 to derive the firm-fixed monthly unit price on the resultant contract.”
2.1.6 Users must be able to program on board user defined decision rules according to laboratory needs. Any additional software required to meet these requirements must be included in the offer price.
Question: Are there specific rules that Keesler would like the users to be able to program, and if so is may we provided the specific rules?
Answer: This requirement allows the user to set rules/parameters that hold results and/or restrict results from crossing from the analyzer into the LIS for specific set scenarios, to include but not limited to:
If a quality control parameter is out of range or overdue to be run.
Test value that indicates a possible sample clot/integrity issue and needs tech investigation/intervention prior to validation/release.
Values below or exceeding clinical reportable range.
These rules, requirements and/or cutoffs can change based off current AMR data/reporting ranges/accreditation needs and need to be able to added/changed by end user.
5.3.1. Vendor must include Utility layout required and CAD drawing with detailed analyzer layout with proposal and/or confirm that the proposed instruments will fit in the current layout. (See current layout – attachment 1).
Question: After review of attachment 1, we can commit that the instruments proposed will fit in the space provided. With this commitment, is the CAD drawing still a requirement?
Answer: If the vendor can confirm the analyzers and any additional/supplemental equipment (IPU, monitors, UPS, etc.) will fit within the space allotments; a CAD drawing is not required.
Statement of Objectives has been updated to include the revision.
