About this opportunity
The Department of the Interior Fish and Wildlife Service seeks patching and reverse capeseal repair of asphalt surfaces on Rattlesnake Hill Road at Rocky Mountain Arsenal National Wildlife Refuge in Commerce City, Adams County, Colorado, with quotations due August 26 at 1700 hours local time. This is a Total Small Business set-aside with firm fixed-price structure and an estimated price range of $100,000 to $250,000.
Place of performance is Rocky Mountain Arsenal National Wildlife Refuge, Commerce City, Colorado. The work scope includes approximately 338 square yards of asphalt patching and reverse capeseal treatment on 0.75 miles of Rattlesnake Hill Road. A mandatory site visit is scheduled for Monday, August 17 at 9:30 a.m. MST at the Refuge's Visitor Center; vendors are limited to three participants and must RSVP to David Lucas at david_c_lucas@fws.gov.
Amendment 1, posted August 13, clarifies that asphalt patching requires full-depth excavation to 6 inches in failed areas with 6 inches of compacted replacement asphalt; reverse capeseal consists of slurry leveling coat with 3/8-inch aggregate and carries a 1-year warranty from completion rather than 10-year; geotextile replacement is required only where removed during patching, not across the entire roadway; and reverse capeseal is classified as surface treatment, not surface overlay. Work must commence within 14 calendar days of notice to proceed and be completed by March 31, 2027. Performance and payment bonds are required; both bonds apply to awards exceeding $150,000.
Quotations must include SF 1442, pricing schedule, three examples of relevant experience within the last five years, and representations and certifications per FAR 52.204-8. Evaluation is best value, considering price and relevant experience. Prevailing wage rates per Davis-Bacon Act apply, effective January 2, 2026, for Adams County and surrounding Colorado counties.
