About this file

This is Amendment 1 to a solicitation (140FGA26Q0059) issued by the Fish and Wildlife Service (FWS) under the General Services Administration (GSA) on August 5, 2026. The amendment responds to vendor questions regarding a road maintenance project at Rocky Mountain Arsenal National Wildlife Refuge involving patching and reverse cape seal work on Rattlesnake Hill Road, approximately 0.75 miles in length.

The amendment clarifies four key technical specifications: (1) asphalt patching of approximately 338 square yards requires full-depth excavation to 6 inches in failed areas with 6 inches of compacted replacement asphalt; (2) reverse cape seal application consists of a slurry leveling coat topped with 3/8-inch aggregate and compacted without a 10-year warranty requirement, carrying instead a 1-year warranty from completion; (3) geotextile replacement under Section 321216 is required only in areas where it is removed for full-depth patching, not across the entire 0.75-mile roadway; and (4) confirmation that reverse cape seal is classified as surface treatment rather than surface overlay. The period of performance runs from September 21, 2026 through March 31, 2027. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing items 8 and 15 on the form, returning copies to the issuing office, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

CO-ROCKY MTN ARSNL NWR-PATCH HILL RD

RMA-Patching and Reverse Capeseal Rattlesnake

Hill Road

The purpose of Amendment 1 is to respond to vendors' questions.

Q1. Please confirm the required compacted thickness of the approximately 338 SY of asphalt patching. Section 3.6 requires full-depth patching to sound base, while

Section 3.5 references minimum thicknesses shown in the drawings; however, a numerical asphalt patch thickness does not appear to be provided in the solicitation documents.

A1. The contractor will sawcut, excavate to a depth of 6" in failed areas, dispose, compact, prepare subgrade, apply tack coat, and replace with 6" of compacted full depth asphalt.

Q2. Please confirm the required materials, application rates, and finished thickness for the reverse/inverted cape seal system.

A2. Reverse capeseal is similar to chipsealing.

However, the contractor will apply the slurry coat as a leveling layer, then place 3/8" aggregate on the slurry, and compact.

Q3. Please confirm whether the geotextile requirements in Section 321216 apply beneath the entire 0.75-mile roadway or only to areas receiving full-depth patching or base replacement.

A3. The contractor will placed geotextile where it is removed for full depth patching.

Geotextile replacement is not required for the entire 0.75 mile roadway.

Q4. Please confirm whether the specified minimum 10-year surface-overlay warranty applies to the reverse cape seal work.

A4. Reverse cape seal is considered a surface-treatment, not surface-overlay;
