About this opportunity
The Federal Highway Administration (FHWA) is preparing to solicit a total small business set-aside for Minuteman Missile Access road maintenance and improvements under a Defense Access Road program, with responses due by October 16, 2026. The Office of Missile Air Defense Program (OMAD) will procure roadway reconditioning and culvert replacement across certified gravel roads in southwestern Wyoming, southeastern Nebraska, and northeastern Colorado that support the Air Force Intercontinental Ballistic Missile Program.
Work scope includes reconditioning existing gravel roadways and adding four inches of aggregate surface course across up to 85.75 miles of variable-scope roadway, plus replacement of up to 73 culverts of variable length. The typical section calls for reconditioning per Section 303 specifications, adding a four-inch aggregate surface course with a maximum width of 24 feet and a 4 percent crown, with tapered transitions at applicable locations. All proposed work must remain on the existing roadway bench. FHWA is partnering with the Military Surface Deployment and Distribution Command (SDDC) to execute this Air Force-supporting program.
The procurement vehicle is Fixed-Price Variable Scope (FPVS). Principal work items include project lump sums for survey and staking, contractor quality control, and pipe culvert installation. Plan and specifications are not currently available; this pre-solicitation notice initiates industry notification only.
