The contractor will plan and facilitate a multi-day technical workshop convening federal and state agencies, international partners, wildlife rescue organizations, veterinarians, conservation nonprofits, and law enforcement personnel. The scope addresses confiscation protocols for trafficked turtles and tortoises, chain-of-custody and evidence handling, veterinary triage and biosecurity, temporary holding and transport requirements, international repatriation coordination, permitting and regulatory compliance, interagency communication, and capacity building.
Offerors must submit a one-page executive summary and a maximum 20-page technical proposal addressing mandatory requirements including a detailed project management plan with milestones, communication protocols, and quality assurance procedures; resumes for all key personnel demonstrating directly relevant experience; letters of commitment from proposed consultants or subject matter experts; descriptions of at least three similar projects involving international workshops, law enforcement training, wildlife conservation, or international stakeholder coordination; risk mitigation addressing international travel disruptions, speaker cancellations, permit delays, and venue issues; and deliverable samples including sample agenda, workshop report, and facilitation plan.
Evaluation criteria are Technical Acceptability (pass/fail), Past Performance (three federal, state, or local government examples), and Price (reasonableness and completeness). Technical Acceptability and past performance are significantly more important than price; price becomes the determining factor for award among acceptable proposals. The contract incorporates FAR clauses 52.212-4 and 52.212-5.
