Workshop Planning and Facilitation Services:

Turtle Confiscation and Repatriation Workshop

1. INTRODUCTION

The U.S. Fish and Wildlife Service seeks quotations from qualified vendors to plan, coordinate, facilitate, and support a Turtle Confiscation and Repatriation Workshop focused on wildlife trafficking response, evidence handling, animal welfare, interagency coordination, and international repatriation procedures.

The workshop will convene representatives from U.S. federal and state agencies, international partners, wildlife rescue organizations, veterinarians, conservation NGOs, and law enforcement personnel.

2. OBJECTIVE

The objective of this procurement is to obtain professional workshop support services to ensure successful delivery of a multi-day technical workshop addressing:

• Confiscation protocols for trafficked turtles and tortoises

• Chain-of-custody and evidence handling

• Veterinary triage and biosecurity

• Temporary holding and transport requirements

• International repatriation coordination

• Permitting and regulatory compliance

• Interagency communication and operational planning

• Capacity building and stakeholder engagement

3. SCOPE OF WORK

Executive Summary: Offeror shall provide One-page Executive Summary describing why the offeror is uniquely qualified.

The selected vendor shall provide services including, but not limited to:

A. Workshop Planning

• Develop workshop agenda in coordination with organizers

• Coordinate speakers and panelists

• Provide meeting logistics support

• Support participant registration and communications

• Develop workshop materials and briefing packets

B. Facilitation Support

• Provide professional facilitation services

• Coordinate breakout sessions and discussions

• Document key findings and recommendations

• Produce workshop summary report

C. Logistics Coordination

• Venue coordination

• Audio/visual coordination

• Travel coordination support, if requested

• Catering coordination, if requested

D. Technical Support

• Demonstrate understanding of wildlife trafficking and conservation issues

• Coordinate with subject matter experts

• Support compliance with wildlife transport and biosecurity considerations

4. PERIOD OF PERFORMANCE

Expected period of performance:

08/06/2026 – 12/31/2026

5. TECHNICAL APPROACH/ REQUIRED INFORMATION

Interested vendors shall provide responses to the following:

A. Organizational Experience

1. Describe your organization’s experience planning or facilitating wildlife conservation, law enforcement, customs, biosecurity, or international repatriation workshops.

2. Describe prior experience supporting U.S. Government or international donor-funded projects.

3. Provide examples of similar events conducted within the past five years.

B. Technical Expertise

4. Describe your understanding of the operational challenges associated with wildlife confiscation, temporary care, evidence preservation, veterinary coordination, CITES permitting, international transport, and repatriation. Explain how these considerations influence your proposed workshop design.

5. Describe your access to or relationships with subject matter experts relevant to turtle confiscation and repatriation.

C. Staffing

6. Identify proposed personnel and their relevant qualifications.

Provide a detailed technical approach describing how the project will be managed from award through completion, including planning milestones, communication protocols, quality assurance procedures, risk management, stakeholder coordination, and methods for ensuring all workshop objectives are successfully achieved.

D. Logistics and Operations

8. Describe your capacity to coordinate:

• travel,

• venue management,

• registration,

• virtual participation,

• and workshop materials.

9. Describe contingency planning for schedule changes, speaker cancellations, or emergency situations.

E. Deliverables

10. Provide a proposed timeline for planning and execution.

11. Describe your process for documenting workshop outcomes and producing final reports.

F. Budget

12. Provide a detailed cost quotation, including:

• labor categories,

• travel,

• materials,

• facilitation,

• venue/logistics,

• and any optional costs.

13. Identify any assumptions, exclusions, or optional services.

G. References

14. Provide at least three professional references for similar work performed.

6. EVALUATION CRITERIA

Quotations will be evaluated based on:

• Relevant technical experience

• Personnel qualifications

• Understanding of workshop objectives

• Quality of proposed approach

• Past performance

• Cost reasonableness
