About this opportunity

The Department of Transportation Federal Highway Administration (FHWA) has issued a Special Notice for the CO FLAP LAR 10(1) Horsetooth Res and Carter Lake project. This project involves the rehabilitation and reconstruction of various parking lots and access routes at the Horsetooth Reservoir and Carter Lake in Larimer County, Colorado. The federal government, through the United States Bureau of Reclamation, owns these reservoirs, and Larimer County manages the access areas.

The purpose of this Special Notice is to notify the public that the FHWA has determined that consolidating the contract requirements for the two discrete project sites into a single contract is necessary and justified. The benefits of the consolidated acquisition strategy substantially exceed the benefits that would be derived from alternative contracting approaches, including estimated cost savings of over $1 million. The project will be advertised as a total small business set-aside, and no negative impact to small businesses has been identified. The solicitation will be released in October 2024, with an award expected in November 2024. The estimated price range for the project is between $10 million and $20 million, and the construction is anticipated to take place from April 2025 through November 2026.
