About this opportunity
The 97th Maintenance Group at Altus Air Force Base issued a sole-source justification notice on June 5, 2026, announcing its intent to procure two Haas CNC vertical machining centers without competitive solicitation under FAR 13.106-1(b)(1). The 97th Contracting Squadron intends to award to PHILLIPS CORP. FEDERAL DIVISION (CAGE: 3MPQ0) based on Air Force standardization requirements under DAFI 63-140 and AFMC supplement guidance.
The requirement comprises one 5-axis vertical machining center (UMC-750SS, 30" x 20" x 20" with integrated 2-axis trunnion rotary table, estimated cost $275,707) and one 3-axis vertical machining center (VF-4SS Super Speed, 50" x 20" x 25", estimated cost $159,768). Both machines include value option packages covering chip conveyors, programmable coolant nozzles, high-speed machining, auto doors, through-tool air blast, and through-spindle coolant delivery. The Air Force Metal Fabrication and Technologies Office designated Haas as the sole qualified source because existing Altus AFB operators are formally trained in Haas processes, programming language, and software interfaces. Switching manufacturers would create aircraft manufacturing delays, risk machine damage, and require costly operator retraining.
Interested vendors may submit capability statements with technical data and cost information demonstrating ability to meet requirements by June 22, 2026 at 9:00 AM CST to lauren.coleman.4@us.af.mil and lori.clinton@us.af.mil. The Government will use submissions solely to determine whether to conduct competitive procurement or proceed with single-source award. The contracting officer commits to extensive market research and competitive bids to preclude future sole-source awards.
