About this file
This is a Single Source Justification form for a simplified acquisition submitted by the 97th Contracting Squadron of the Air Force. The contracting activity seeks to procure a Haas 5-Axis Vertical Machining Center, Model UMC 750SS, with an estimated contract cost of $275,707.00. The equipment specifications include a 30" x 20" x 20" machining center with integrated 2-axis trunnion rotary table and a Value option package that encompasses a belt-type chip conveyor, programmable coolant nozzle, broken tool detection, high-speed machining capabilities, auto door, auxiliary coolant filter, coolant maintenance package, coolant sanitizer, through-tool air blast, and through-spindle coolant delivery. The machine requires 240V, 3-phase power input and includes a one-year warranty. The National Stock Number is 3417-01-698-8850.
The justification for single-source procurement is based on Air Force standardization strategy directed by DAFI 63-140 and AFMC supplement guidance, which designates the Air Force Metal Fabrication and Technologies Office as the operational safety, suitability, and effectiveness authority for advanced manufacturing and aerospace structural maintenance. Current operators at Altus Air Force Base are formally trained in Haas processes, programming language, and software interfaces; switching to an alternative manufacturer or model would create aircraft manufacturing delays, risk machine damage, and necessitate costly operator retraining. Section E commits to conducting extensive market research and seeking competitive bids to preclude future single-source awards. The Contracting Officer determined that circumstances warrant single-source procurement under FAR 13.106-1(b)(1).

STANDARDIZATION STRATEGY: per the department of the air force instruction (DAFI) 63-140 and air force materiel command (AFMC) supplement (dafi63-140_afmcsup), the air force metal fabrication and technologies office (MFTO) serves as the operational safety, suitability, and effectiveness (OSS&E) equipment authority for the amt and ASM career fields. standardization supports the air force mission by promoting proficiency, qualification, and continued readiness across installations upon deployment or permanent change of station (pcs). The MFTO has written and published multiple commercial item descriptions (CIDS) that dictate the minimum performance requirements of various equipment, such as computer numerical control (CNC) mills and lathes, water jets, and other industrial plant equipment (IPE) items. The MFTO is also working to standardize computer aided design (cad) and computer aided manufacturing (cam) software. standardization of this equipment and software ensures continued familiarization with the human machine interface (HMI) of equipment and software, and therefore, learning new systems and programs is not required. Current (Altus AFB) operators are formally trained in Haas processes/programming and software language, changing to a different manufacturer/model or software language would allow for aircraft part manufacture delays and possible machine damage. Cost of retraining operators is another factor to consider.
