About this opportunity

The Army Contracting Command - Detroit Arsenal is conducting a Request for Information (RFI) to identify potential contractors capable of providing transcription services for the U.S. Army Center of Military History (CMH). The procurement seeks transcription of combat and operational interviews conducted by military historians in combat zones and at U.S. Army home stations, supporting CMH's Global War on Terrorism (GWOT) historical research and publications programs, as well as Contingency and Cold War histories. Contractors must demonstrate capability to handle both classified and unclassified materials while meeting DOD security standards, process various audio formats, and possess familiarity with military terminology. The evaluation will focus on transcription pricing models, turnaround capabilities for different timeframes (3-5 days, 30 days, and 120 days), security clearance capabilities, and experience with military historical documentation. All questions must be submitted by June 20, 2025, at 12:00 PM EST, with responses due electronically to Contract Specialist William Mihelich by the same deadline, and questions and answers will be posted by June 23, 2025, at 9:00 AM EST.

This opportunity is designated as a Total Small Business set-aside under the NAICS code 561410 for Document Preparation Services. The RFI specifically notes this is a follow-on IDIQ (Indefinite Delivery/Indefinite Quantity) contract, suggesting there is likely an incumbent contractor currently performing similar services, though no specific contractor names are mentioned in the documentation. No specific award values or budget ranges are disclosed in this market research phase, as the government emphasizes this RFI is strictly for informational and planning purposes with no awards to be made directly from responses. The transcription work involves processing large volumes of interviews from multiple historical periods and operational contexts, indicating substantial ongoing requirements for CMH's documentation and research mission. Contractors must be prepared to handle varying turnaround requirements ranging from expedited 3-5 day processing to standard 120-day completion timelines depending on project urgency and complexity.
