About this opportunity
The US Department of Agriculture Forest Service is soliciting quotations for five Clipper Eclipse 324 seed processing machines to support forest seed cleaning and processing operations across their National Nursery System. This procurement specifically requires brand name adherence to the Clipper Eclipse 324 model with detailed salient characteristics that must be met, including 324 square inch screen area, three-layer screening capability, built-in fan for dust removal, and 1 HP motor specifications. The machines will increase reforestation capacity by enhancing the efficiency of seed processing operations at multiple USFS facilities. Vendors must complete and return the attached Request for Quote (RFQ) and Schedule of Items (SOI) with pricing details filled in column C. The response deadline is close of business on Tuesday, November 18, 2025, with submissions required via email to nicholas.zane@usda.gov, and no evaluation criteria beyond brand name compliance and salient characteristics adherence are specified in the solicitation materials.
This procurement does not utilize any set-aside designation and appears to be targeted specifically at A.T. Ferrell Company, Inc., the manufacturer of the Clipper Eclipse 324 machines, as indicated in the RFQ documentation. While specific award values are not disclosed in the government description, vendors are required to provide pricing through the SOI spreadsheet for the government's independent cost estimate. The procurement involves five complete machine configurations including the base units, hoppers, and variable speed bottom fans, with delivery required to five distinct locations: Lucky Peak Nursery in Boise, Idaho; Toumey Nursery in Watersmeet, Michigan; Bessey Nursery in Halsey, Nebraska; Placerville Nursery in Camino, California; and Bend Extractory in Bend, Oregon. Delivery timelines are specified as 90 days after award, with estimated delivery dates ranging from December 15, 2025, to March 15, 2026, and the contract is anticipated to be a firm fixed price award.
