About this file
This document contains questions and answers for a Request for Quote (RFQ) from the U.S. Forest Service involving the procurement of machines with specific screening requirements. Key details include:
The RFQ covers multi-site deliveries of machines, with each delivery location requiring its own quote while maintaining a master quote for payment purposes. Each delivery site has a forklift and loading dock. The machines will be delivered with three round screens per unit, with screen perforations specified in 64ths (ranging from 10/64 to 20/64). The delivery addresses are specified in the Statement of Work (SOW), which differ from the default address on the SF-1449 form. Delivery dates are estimated and flexible, with the government allowing reasonable extensions beyond initial estimated dates, but not by multiple months. The Forest Service will pay in one lump sum to a single company, despite multiple delivery locations, and requires a Schedule of Items (SOI) that matches the total price on the master quote.

1. What is the correct delivery address? The SF-1449 (First page of the RFQ) lists Washington DC, but the Statement of Work (SOW) has the individual shipping address.
The “Delivery” address on the SF-1449, is my office (Contracting’s) headquarters address and is default filled in on that form.
It is NOT where ANY of these machines are to be delivered to.
The delivery addresses on the Statement of Work (SOW) (Attachment 1) are the correct delivery addresses and are where the machines ARE to be delivered to.
2. In order to ship to different locations each location needs to be its own quote. I could add all those to one master quote for this request but in order to ship them to the individual facilities we would have to process each one as its own order. Is this acceptable?
The Forest Service only have the ability to pay in one lump sum (meaning paying one company, one time) since this is being purchased from one requisition.
Quotes can be created however they need to be internally for the Contractors Company, but, yes, I (The Government) will need a master copy please.
In other words, Contractors quotes can say whatever they want, but for The Forest Service’s purposes and for the purpose of the Contractor getting paid correctly, I need the Schedule of Items (SOI) (Attachment 3) filled out with the correct amounts for each line item, reflecting the price for each machine, and each delivery, totaling up to whatever the Contractors Grand Total price is on their master quote.
The Grand Total price on the SOI, needs to match the Grand Total price on the master quote copy submitted with the RFQ/what will be invoiced. That is why the SOI is included.
3. Does each individual location have a forklift and loading dock?
Each delivery site DOES have a forklift and loading dock.
4. These units have one set of screens included with them. I would need to know the screens each facility would need so that information can be included in the quote.
Screen dimensions are 24-1/2″ x 22-1/4″ and all of the metal screen perforations are in 64ths (example: 16 round is 16/64 or 1/4 in. or 0.2500 inches).
Delivery would include three round screens that are between 10/64 and 20/64.
Example 1: Each site gets a 10 round, 12 round, and 16 round.
Example 2: two sites get a 10 round, 12 round, and 16 round and three sites get 12 round, 18 round, and 20 round.
5. Is it acceptable if the first delivery is past the first due date, due to long lead and delivery times?
The due dates listed on the SOW are estimated and place holders. The Government realizes things happen and there are longer lead times in industry.
I say that with the caveat that it is ok to go beyond those first dates within reason, but NOT by months for example.
