About this opportunity

The Bureau of Engraving and Printing seeks to establish a Blanket Purchase Agreement for cleaning solvents—Ethyl Alcohol, Red Vinegar, and Press Wash—supporting currency production at the Eastern Currency Facility in Washington, DC and the Western Currency Facility in Fort Worth, Texas, with quotes due June 12, 2026 and questions due June 3, 2026. The procurement is set-aside for small disadvantaged businesses.

The BPA will run for five consecutive 12-month ordering periods with a firm fixed-price structure applied to individual call orders placed by the government. Estimated quarterly quantities per facility include 150 gallons of Ethyl Alcohol (U.S.P. 190 Proof in 1-gallon cans), 60 gallons of Red Wine Vinegar, and 1,980 gallons of Press Wash (Bottcherrin Offset 4050 in 55-gallon drums). Delivery must occur within 30 days of award to both locations on an F.O.B. Destination basis. These solvents are critical to routine press maintenance; without them, currency production halts due to ink buildup fouling offset equipment.

Award will be made on a Lowest Price Technically Acceptable basis to the quoter meeting all technical requirements at the lowest evaluated price. Quoters must submit complete technical specifications and firm fixed pricing broken down by item, and provide Material Safety Data Sheets prior to award. All quoters must be registered in SAM.gov. The NAICS code is 325199, All Other Basic Organic Chemical Manufacturing; PSC is 6810, Chemicals. The Bureau of Engraving and Printing (BEP) at the Eastern Currency Facility (ECF) and the Western Currency Facility (WCF) have a requirement for Ethyl Alcohol, Red Vinegar, and Press Wash. These cleaning solvents  support the manufacturing process in providing high quality print products of which the primary is US currency and therefore must be kept in stock continuously for routine maintenance to prevent operational disruption. Without these cleaning solvents the production of US currency at BEP  will be suspended, due to the buildup of old ink, which can foul the OFFSET presses.

Eastern Standard Time (EST),  03 June 2026. The Quoter shall note in the email subject line “2031ZA26Q00086 Request for Clarification.”

Quotes shall be submitted to Kendra Napper and Jason Robets via e-mail at kendra.napper@bep.gov and jason.roberts@bep.gov by no later than 5:00 P.M. (EST), 12 June 2026.
