(i) This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13.5, Subpart 12.6, and Subpart 13.303-2 as supplemented with additional information included in this notice.

(ii) This solicitation is a “Request for Quotation (RFQ)”. The solicitation number is 2031ZA26Q00086.

(iii) The solicitation document incorporates the provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 /effective date of 13 March 2026.

(iv) The associated North American Industrial Classification System (NAICS) code for this procurement is 325199 - All Other Basic Organic Chemical Manufacturing and the size standard is 1250 Employees.

(v) Pricing for required cleaning solvents shall be provided via Attachment 2-Cleaning Solvents

Price List. The Quoter agrees to hold the prices in its proposal firm for 90 calendar days from the date specified for receipt of quotation unless another time period is specified in an addendum to the RFQ.

This is a small disadvantage business set-aside solicitation to award a single Blanket Purchase Agreement (BPA). It is anticipated that the BEP will issue a BPA from the effective date of the agreement for a total of 60 months. The delivery schedule will consist of five (5) years or when the BPA ceiling is reached, whichever occurs first.

(vi) Description of requirements for the items to be acquired:

The Bureau of Engraving and Printing (BEP) at the Eastern Currency Facility (ECF) and the Western Currency Facility (WCF) have a requirement for Ethyl Alcohol, Red Vinegar, and Press Wash. These cleaning solvents support the manufacturing process in providing high quality print products of which the primary is US currency and therefore must be kept in stock continuously for routine maintenance to prevent operational disruption. Without these cleaning solvents the production of US currency at BEP will be suspended, due to the buildup of old ink, which can foul the OFFSET presses.

This is a new procurement as an IDV. Purchasing the cleaning solvents using the IDIQ/BPA method will support currency manufacturing goals for the next 5 years. Using this system will decrease procurement processing time significantly, putting the BEP in a better position to meet production goals.

(vii) Date/Place of delivery and acceptance of FOB Point:

BPA calls placed against this BPA shall be delivered F.O.B. Destination to the location specified in the BPA call. The contractor shall provide the necessary deliverables at the Bureau of Engraving and Printing’s Washington D.C. location (DCF) and Western Currency Facility (WCF) in Fort Worth, TX.

Deliveries to WASHINGTON, D.C. ANNEX BUILDING (Loading dock on “D” Street SW, between 13th & 14th Street SW): Vendors must call the appointment hotline at (202) 874-2333 twenty-four (24) hours in advance to schedule approximate delivery times. The hotline is manned from 6:30 am to 2:15 pm Monday through Friday. A voicemail message maybe left after normal working hours. Deliveries are accepted between 8:00 am and 2:15 pm, Monday through Friday, excluding holidays.

Over the road vehicles having an overall height exceeding 12’6” (3.8 meters) empty, or an overall length exceeding 42’ (12.2 meters) cannot be accommodated at our receiving platform.

Delivery Requirements The following DELIVERY information must be provided when scheduling delivery appointments: (1) Name of supplier/manufacturer; (2) Contract/Purchase Order #; (3) Total number of items; (4) Total weight; and (5) Date and time of delivery.

Deliveries to WESTERN CURRENCY FACILITY, 9000 BLUE MOUND ROAD, FORT WORTH, TEXAS: Vendors must contact WCF General Stores/Receiving at (817) 231-4168 or

(817) 847-3664 at least twenty-four (24) hours in advance to notify of approximate delivery time & date. Deliveries are accepted during the operating hours of 7:00 am to 2:00 PM. After hours contact numbers are (817) 231-4168 or (817) 847-3855 (voicemail). WCF General Stores/Receiving operating hours are from 6:00 am to 2:30 pm local time, Monday through Friday, excluding holidays.

BEP Year End Shutdown (Y.E.S) Period and Federal Holidays

Bureau of Engraving and Printing 2031ZA26Q00086 P a g e | 3 of 36 a.) BEP observes the federal holidays that are listed on the Office of Personnel website at: Federal Holidays. The Presidential Inauguration Day is applicable only at Washington, DC Currency Facility (DCF).

b.) BEP’s Y.E.S. period typically occurs December 25th through January 1st of each calendar year.

Shipping shall be F.O.B. Destination

(viii) Inspection and Acceptance: Inspection and acceptance of the product to be provided hereunder shall be made by the appointed BEP Contracting Officer’s Representative in accordance with paragraph (a) of

FAR 52.212-4.

(ix) Special Contract Requirements

(a) Type of Contract: This is a Firm Fixed-Price type Blanket Purchase Agreement (BPA).

(b) Preparation of BPAs:

A. The following terms and conditions are mandatory:

1) Description of agreement. A statement that the supplier shall furnish supplies or services, described in general terms, if and when requested by the contracting officer (or the authorized representative of the contracting officer) during a specified period and within a stipulated aggregate amount, if any.

2) Extent of obligation. A statement that the Government is obligated only to the extent of authorized purchases actually made under the BPA.

3) Purchase limitation. A statement that specifies the dollar limitation for each individual purchase under the BPA (see 13.303-5(b)).

4) Individuals authorized to purchase under the BPA. A statement that a list of individuals authorized to purchase under the BPA, identified either by title of position or by name of individual, organizational component, and the dollar limitation per purchase for each position title or individual shall be furnished to the supplier by the contracting officer.

5) Delivery tickets. A requirement that all shipments under the agreement, except those for newspapers, magazines, or other periodicals, shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information:

(i) Name of supplier.

(ii) BPA number.

(iii) Date of purchase.

(iv) Purchase number.

(v) Itemized list of supplies or services furnished.

(vi) Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information).

(vii) Date of delivery or shipment.

6) Invoices. One of the following statements shall be included (except that the statement in paragraph (a)(6)(iii) of this subsection should not be used if the accumulation of the individual invoices by the Government materially increases the administrative costs of this purchase method):

(ii) An itemized invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period and for which payment has not been received. These invoices need not be supported by copies of delivery tickets.

(iii) When billing procedures provide for an individual invoice for each delivery, these invoices shall be accumulated, provided that-

(A) A consolidated payment will be made for each specified period; and

(B) The period of any discounts will commence on the final date of the billing period or on the date of receipt of invoices for all deliveries accepted during the billing period, whichever is later.

(c) Ordering: The cleaning solvents acquired under this BPA shall be purchased via a BPA Call issued by a warranted Contracting Officer within OCPO.

BPA Calls under this contract shall be issued by warranted Contracting Officers of the following activity: Bureau of Engraving and Printing, 14th and C Streets, S.W., Washington, DC 20228-0001. (b) All BPA calls will be placed in writing using Optional Form 347 or another form deemed acceptable by BEP. At a minimum, each order will contain the following information in accordance with FAR 13.303-3(a)(5): Name of Supplier, BPA Number, Date of Purchase, Purchase Number, Itemized list of supplies, Quantity, Unit Price, Extension Price of Each Item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information), and Date of Delivery or Shipment. The corresponding line-item number and subline item number from the base contract shall also be included, delivery or performance schedule, place of delivery or performance (including consignee), any packaging, packing, and shipping instructions, accounting and appropriation data, method of payment and payment office, if not specified in the contract (see 32.1110(e))., North American Industry Classification System code (see 19.102(b)(3)). BAP Calls will be sent to the Contractor by an acceptable means of transmission (e.g. fax, email). The issuance date of a BPA Call for this contract shall be the date authorized by a warranted CO. (c) The Government may place multiple BPA Calls under this contract during each ordering period of the contract. BPA Calls shall be placed at the unit price set forth for each ordering period.

This BPA may be unilaterally cancelled by the Contracting Officer if the BPA holder fails to perform in accordance with the terms and conditions of this BPA, any Call established under this BPA, or if deemed in the best interest of the Government.

(d) Interpretation of Contract Requirements: No interpretation of any provision of this BPA, including applicable specification(s) / work statement, shall be binding on the Government unless furnished or agreed to in writing by the Contracting Officer.

(e) Notice to The Government of Delays: In the event the Contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the Contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the Contractor shall immediately notify the CO and the COR, in writing, giving pertinent details, provided, however, that this data shall be informational only in character and that this

Bureau of Engraving and Printing 2031ZA26Q00086 P a g e | 5 of 36 provision shall not be construed as a waiver by BEP of any delivery schedule or date or of any rights or remedies provided by law or under this contract.

(f) Organizational Conflicts of Interest:

a) The Contractor warrants that, to the best of the Contractor's knowledge and belief, there are no relevant facts or circumstances which could give rise to an organizational conflict of interest (OCI), as defined in FAR 9.5, Organizational and Consultants Conflicts of Interest, or that the Contractor has disclosed all such relevant information.

b) The Contractor agrees that if an actual or potential OCI is discovered after award, the Contractor shall make a full disclosure in writing to the Contracting Officer. This disclosure must include a description of actions, which the Contractor has taken or proposes to take, after consultation with the Contracting Officer, to avoid, mitigate, or neutralize the actual or potential conflict.

c) The Contracting Officer may terminate this contract for convenience, in whole or in part, if it deems such termination necessary to avoid an OCI. If the Contractor was aware of a potential OCI prior to award or discovered an actual or potential conflict after award and did not disclose or misrepresented relevant information to the Contacting Office, the Government may terminate the contract for default, debar the Contractor from Government contracting, or pursue such other remedies as may be permitted by law or this contract.

d) The Contractor must include this clause in all subcontracts and in lower tier subcontracts unless a waiver is requested from, and granted by, the Contracting Officer.

e) In the event that a requirement changes in such a way as to create a potential conflict of interest for the Contractor, the Contractor must:

1) Notify the Contracting Officer of a potential conflict, and;

2) Recommend to the Government an alternate approach which would avoid the potential conflict, or

3) Present for approval a conflict-of-interest mitigation plan that will:

- Describe in detail the changed requirement that creates the potential conflict of interest; and

- Outline in detail the actions to be taken by the Contractor or the Government in the performance of the task to mitigate the conflict, division of subcontractor effort, and limited access to information, or other acceptable means.

4) The Contractor must not commence work on a changed requirement related to a potential conflict of interest until specifically notified by the Contracting Officer to proceed.

5) If the Contracting Officer determines that it is in the best interest of the Government to proceed with work, notwithstanding a conflict of interest, a request for waiver must be submitted in accordance with FAR 9.503.

FEDERAL ACQUISTION REGULATION (FAR) PROVISIONS

(x) FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)

(xi) Quoters shall submit the following:

FACTOR I – TECHNICAL

Quoter shall provide a offer to include a full description with specifications and capabilities of the proposed item. Item specification and capabilities must address all required specifications in the

Statement of Work. Offeror shall also provide warranty information and delivery date for item.

Brochures may be provided. However, brochures are not substitutes for not fully addressing the technical requirement. Failure to provide all specifications and item capabilities may deem the offer unacceptable. (End of Provision)

FACTOR II – PRICE

Quoter shall submit a firm fixed price for the items described in the SOW. Quoter shall provide a full break down of all costs in Attachment 2 – Price List.

(xii) FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)

(a) Evaluation Criteria: The Quoter’s quote for this requirement will be evaluated using the following criteria. An evaluation for technical acceptability will be made to ensure satisfactory responsiveness to the requirements set forth in this RFQ. The non-price factor will be rated “Acceptable” or “Unacceptable” using the following rating standards:

FACTOR I – TECHNICAL: The Quoter’s quote shall be evaluated to the degree to which the Quoter demonstrates (1) an understanding of the requirement; (2) the Quoter is capable of providing the required product that meets the specifications identified in the SOW.

FACTOR II – PRICE: The Government will evaluate price to determine fair and reasonableness using techniques identified in FAR 13.106-3. As such, the Government may use any combination of the price analysis techniques stipulated under FAR Subpart 13.106-3 to aid in the price evaluation process.

BASIS FOR AWARD:

The lowest price technically acceptable (LPTA) source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. As a result, award will be made on the basis of the lowest evaluated priced quote meeting or exceeding the acceptability standards for non-cost factors (Technical).

An quote is technically acceptable if it is fully compliant with all of the requirements of terms and conditions herein. Quoter’s proposed prices shall be evaluated to determine fair and reasonable pricing.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
