About this opportunity
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is seeking a Blanket Purchase Agreement (BPA) for a classified space facility capable of hosting meetings, training courses, and seminars up to the Secret level. The contractor must provide a facility within 25 miles of NSWCDD that includes an auditorium for 175 people, multiple Secret-level conference rooms, a 12-workstation computer lab, and associated office spaces. Key qualifications include obtaining a Secret Facility Security Clearance, maintaining comprehensive security protocols for classified information, and providing audio-visual support and room configuration services. The evaluation will be based on technical capability and past performance, with vendors required to submit at least three references demonstrating quality and timely delivery. Proposals are due by December 17, 2024, at 12:00 p.m. EST, with questions to be submitted via email to Diana.m.moses4.civ@us.navy.mil prior to the RFQ closing.
The solicitation is not set aside for small businesses and will utilize Simplified Acquisition Procedures with individual call orders not exceeding $250,000. The BPA will have a one-year base period with two additional option years, operating Monday through Friday from 7:00 a.m. to 8:00 p.m., excluding federal holidays. The facility must be located in Dahlgren, VA 22448, and provide 200 parking spaces with full ADA compliance. Contractors must be registered in the System for Award Management (SAM) and prepared to use Wide Area Workflow (WAWF) for vendor payments. The government reserves the right to use additional past performance references and is not obligated to notify respondents of the results. Ultimately, the contractor will be expected to work toward obtaining a Top Secret facility clearance and implement rigorous security measures for handling classified information and controlling access to sensitive spaces.

This is a combined synopsis/solicitation for non-commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Synopsis/Solicitation N0017825Q1601 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.
This requirement is not eligible for small business set-aside.
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure Classified Space BPA in accordance with the Statement of Work and DD254.
Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.
Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in a BPA. The Government is not obligated to notify respondents of the results of this notice. Individual call numbers shall not exceed the Simplified Acquisition Procedures of $250,000. Period of performance for the BPA will be one base year with two option years. BPA calls issued will be firm fixed price.
BPA will be issued on the basis of technical capability and past performance. Interested vendors shall provide a minimum of three (3) past performance references. These references should include name of business, address, phone number, point of contact, contract/purchase order number and item description. Past performance will be evaluated based upon quality and timeliness of delivery. The Government reserves the right to use additional past performance references if necessary. Failure to supply the requested information will affect your ability to be awarded a BPA.
All responsible offerors must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3. Offerors must complete the following representations when the resulting contract is for supplies to be delivered or services to be performed in the United States or its outlying areas, or when the contracting officer has applied FAR Part 19. All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency. The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken.
Submission of Capability Package: This documentation should address, at a minimum, your companies’ ability to perform all the requirements as outlined in the attached statement of work & DD254.
In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.
In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (May 2013), the Government will utilize Wide Area Work Flow (WAWF) to process vendor payments.
