About this opportunity

The Federal Bureau of Investigation Headquarters Division seeks a contractor to operate, manage, and maintain cafeteria food service facilities at the Criminal Justice Information Services (CJIS) Division campus under a no-cost contract model, where the contractor operates at its own profit and risk with no direct government payment. The contractor must provide freshly prepared breakfast, lunch, and dinner meals for approximately 3,700 personnel across two cafeteria locations operating 365 days per year on a 24-hour basis, including full-service and self-service coffee bars, grab-and-go items, catering services, and compliance with FDA food codes and biobased product requirements. Key qualifications include providing menus reviewed by registered dietitians, employing certified chefs and managers at each location, maintaining all necessary licenses and permits, and complying with Department of Labor wage determinations and Service Contract Labor Standards. The Government will evaluate proposals using a best-value tradeoff methodology with four factors in descending order of importance: Technical Approach (menu variety, sanitation, coffee bars, biobased products, and licensing), Management Approach (staffing and transition plans), Past Performance (within the past five years), and Price (menu pricing and pricing policy). Proposals are due January 26, 2026, by 10:00 a.m. Eastern Time, with an anticipated award date of April 30, 2026; a Questions and Answers document was uploaded on January 6, 2026, and amendments were made on January 23, 2026, to clarify evaluation factors and add language to Section M.

There is no set-aside designation for this procurement. No incumbent contractor or prior award value is identified in the solicitation documents. The contract includes a 12-month base period with four one-year option periods, with the contractor required to operate two primary cafeteria facilities: a full-service cafeteria with integrated coffee bar at CJIS Main Building (8,200 square feet) and a self-service cafeteria at the Biometric Technology Center (11,200 square feet), with both locations and on-campus catering services located in Clarksburg, West Virginia 26306. All contractor personnel must obtain Limited Access Request clearance from FBI Security, with key personnel requiring Standard Form 86 security clearance processing. The contractor must also comply with the Randolph-Sheppard Act, which grants priority consideration to blind persons licensed by state agencies if their proposal is technically acceptable with neutral or better past performance and fair and reasonable pricing, and must register with the City of Clarksburg for business licensing.
