About this opportunity

The Federal Bureau of Investigation seeks Persistent Systems Wave Relay radios, RF modules, antennas, and associated accessories to expand its Mobile Ad Hoc Network (MANET) tactical communications capacity, with proposals due September 2, 2026. This procurement (RFP 15F06726R0000239) is a total small business set-aside and a brand-name-only requirement for Persistent Systems equipment to ensure compatibility and interoperability with the FBI's currently deployed systems.

Place of performance is Quantico, Virginia, with delivery required within 120 days of order on FOB Destination basis to CONUS, Alaska, Hawaii, Puerto Rico, and U.S. Virgin Islands locations. The NAICS code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with a small business size standard of 1,250 employees. The contract will be structured as a firm-fixed-price, single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) for one 12-month base year plus four optional one-year periods and a six-month extension option, with a maximum contract value of $23,500,000 and a guaranteed minimum order of $1,000.

Offerors must be authorized resellers of Persistent Systems products, provide pricing for every line item in the Product Pricing Matrix covering the base year and all option years with shipping included, and submit firm-fixed pricing accounting for anticipated increases over contract life. All products must be new, original equipment manufacturer items, not grey market. Award will be made to the responsible offeror providing the lowest price determined technically acceptable and fair and reasonable. Evaluation criteria include active SAM.gov registration, compliance with product requirements, and past performance based on up to three references from Federal Government or commercial contracts within the past three years of similar scope and complexity. Offerors without past performance information receive a neutral rating. End-of-life items must be identified with replacement models or explicitly noted as non-replaceable. Contractors must provide one-year warranty coverage against manufacturing defects, monthly status reports, training and setup inclusive of travel and lodging, and quality control measures. Payment is NET30 by electronic funds transfer through IPP.gov following certification of receipt.
