About this file

This document is Amendment 003 to RFP 15F06726R0000239 for Persistent Systems Products and Accessories under the CIRG MESH Technology Program, issued by the Federal Bureau of Investigation dated August 31, 2026.

The amendment modifies proposal preparation instructions and award criteria. For past performance submission (Section L.5.3), offerors are now required to submit up to three (3) past performance questionnaires instead of a mandatory requirement, with references from current contracts or those performed within the past three (3) years that are similar in scope, size, and complexity. References should be sent to Holly Cloud, Contracting Officer at hcloud@fbi.gov, with completion required by the proposal deadline. It is encouraged (rather than mandatory) that offerors include a list of references and contact information in their proposal. Offerors without past performance information will receive a neutral rating. The Government reserves the right to consider past performance information from sources beyond those identified by the offeror, including PPIRS and CPARS.

For award evaluation under Section M.1 (Lowest Price Technically Acceptable with Fair and Reasonable Price per FAR 15.103-2), the amendment increases the past performance contracting requirement from two (2) to up to three (3) contracts/task orders with the Federal Government and/or commercial customers within the past three (3) years rather than two (2) years. Offerors must submit firm-fixed pricing for all line items in the Product Pricing Matrix, the base year and four (4) option years plus a 6-month extension, accounting for anticipated price increases over the contract life. Proposals will be rejected as nonresponsive if pricing is not provided for each item, or if end-of-life items are not identified with replacement models or explicitly noted as non-replaceable.

L.5.3 PROPOSAL PREPARATION INSTRUCTIONS: VOLUME #3: PAST PERFORMANCE

REMOVE:

The past performance proposal serves to share information regarding the quality of an Offeror’s past performance and the extent of an Offeror’s experience performing the required work. The Offeror shall forward a copy of the past performance questionnaire, located in Section J, Attachment 2, to three (3) references.

References should be associated with either current contracts or contracts performed within the past three (3) years that are similar to this requirement in scope, size, and complexity. References from the law enforcement community are preferred. Do not forward questionnaires to FBI personnel; internal performance reports are accessible to evaluators.

Clear instructions shall be provided to the references requesting the completed form be sent directly to the attention of the Contracting Officer. It is imperative that the references have the past performance questionnaire completed and returned by the proposal deadline. The completed questionnaires may be returned electronically.

Point of contact information:

Holly Cloud Contracting Officer Federal Bureau of Investigation

Email: hcloud@fbi.gov

The Offeror must provide in its proposal, a list of references that were requested to respond to the past performance questionnaire along with point of contact information (name, email address, phone number). The Contracting Officer will make one attempt to contact the reference(s) that did not return the past performance questionnaire by the deadline. Ratings on past performance can only be given on the responses received. An Offeror without any past performance information will receive a neutral rating.

The Government reserves the right to consider any past performance information, above and beyond what the offeror supplies in Volume 3, if those efforts performed for other agencies of the Federal, state, or local governments as well as commercial customers is deemed relevant. The assessment of past performance will be used as one means of evaluating the credibility of the Offeror's technical proposal. A record of marginal and unacceptable past performance may be considered an indication that the current offer may be less than reliable and pose a high risk to the Government. Such an indication may be reflected in the Government's overall best value assessment of the Offeror's proposal

Pass The offerors experience/past performance on recent projects of the nature, size, and scope of the FBI requirement is enough to support the requirements of the statement of work and initial tasks. The offeror's past performance record provides little doubt that the offer will successfully perform the required effort. Little Government intervention is expected to be required in achieving the required level of performance.

Fail The offeror's experience/past performance is extremely weak and shows little evidence that the contractor could successfully perform on this proposed contract. Regardless of the degree of Government intervention, achieving the required level of performance is doubtful

Neutral No relevant past performance to evaluate. A thorough search was unable to identify any relevant past performance information. This is a neutral rating. It does not hinder nor help the offeror.
