About this file

This document is a Questions and Answers attachment (Amendment 001) to Request for Proposal 15F06726R0000239 for the Federal Bureau of Investigation's CIRG MESH Technology Program, posted to SAM.gov on July 31, 2026.

The Q&A clarifies that this solicitation is specifically for MPU5 radios and accessories only. Two questions addressed whether the FBI would consider technically acceptable alternatives were both answered in the negative. Question 1 asked if the FBI would evaluate an equal or equivalent alternative meeting or exceeding the throughput, range, and latency requirements of the MPU5; the answer confirmed that only MPU5 radios and accessories will be considered. Question 2 asked whether an alternate MANET system demonstrating cross-banding or gateway interoperability with Wave Relay MANET would be evaluated; this was similarly rejected as the contract scope is limited to MPU5 radios and accessories. Both answers reference the RFP Section C.2 Scope and direct offerors to the Justification and Authorization (J&A) document Sections 5 and 9 for additional context. The document notes that these Q&As are informational only and do not constitute changes to solicitation terms or conditions.
