About this opportunity
Pacific Air Forces seeks industrial hygiene and general cleaning services at the Central Heat and Power Plant (CHPP) at Eielson Air Force Base, Alaska, with proposals due June 5, 2026 at 11:00 AM Alaskan Standard Time. This is a total small business set-aside under NAICS 561790. Questions are due May 15, 2026 at 2:00 PM Alaskan Standard Time.
Place of performance is Eielson AFB, AK 99702. The contractor shall provide all labor, materials, equipment, supervision, and supplies for industrial cleaning in hazardous conditions including combustible coal dust, heat exposure, and heat exhaustion risk. Work spans seven zones on a rotating 6-week schedule (Zones 1–6) plus daily office and restroom services (Zone 7), Monday through Friday 0730–1630 local time, with a supervisor on-shift and minimum two personnel on-site at all times. All contractor personnel require escort authorization, may obtain unescorted access via Restricted Area Badge following background investigation, and must comply with 29 CFR 1910 OSHA General Industry Regulations with current certifications on-site at all times.
Services include cleaning all vertical and horizontal surfaces—walls, floors, stairwells, structural beams, piping, ducts, generators, and control panels—removing coal and ash dust, grease, and oil buildup beyond standard dusting. Performance thresholds permit no more than two valid defects per month for basic cleaning, restroom services, and OSHA/VPP compliance, with re-performance within 2 hours of notification.
The contract period runs July 1, 2026 through June 30, 2027 (base year) with four optional one-year renewals through June 30, 2031, all Firm Fixed Price. This is a new requirement with no incumbent contractor. Evaluation uses a best-value approach with past performance weighted more heavily than price. Technical capability is evaluated on an Acceptable/Unacceptable basis. Past performance is assessed through a Performance Confidence Assessment (Substantial, Satisfactory, Neutral, Limited, or No Confidence) based on recency within five years, relevancy to industrial cleaning in active power plants or similar hazardous environments, and quality. Only Very Relevant or Relevant past performance supports favorable ratings; contractors without such performance receive Neutral. The Government may pay a price premium for higher confidence ratings but reserves the right to award to lower-priced, lower-rated offerors if risk is acceptable. Service Contract Act prevailing wages apply per Wage Determination 2015-5683 (Revision 26, effective March 30, 2026).
