This is a Performance Work Statement (PWS) for industrial hygiene safety cleaning services at the Central Heat and Power Plant (CHPP) at Eielson Air Force Base, effective March 2026.
The contractor shall provide all labor, materials, equipment, supervision, and supplies for industrial and general cleaning services in a hazardous environment containing combustible coal dust, heat exposure, and heat exhaustion risks. Services must comply with 29 CFR 1910 OSHA General Industry Regulations, with current certifications available on-site at all times. The plant has been divided into seven work zones: Zones 1-6 are serviced on a rotating 6-week schedule with square footages ranging from 4,392 to 29,511 square feet (Fan Deck, Drum Deck, Baghouses, Water Deck, First Floor areas, and Basement); Zone 7 (office areas, restrooms, break rooms) receives 5-day per week service. Work is performed Monday through Friday from 0730-1630 local time, excluding federal holidays. A supervisor must be on-shift during duty hours with a minimum of two personnel on-site at all times for safety compliance.
Performance thresholds require no more than two valid defects per month for basic cleaning services (SS-1), restroom services (SS-2), and VPP/OSHA safety requirements (SS-3), with re-performance remedies within 2 hours of notification. Contractor deliverables include OSHA compliance certification, quality control plan submission (7 days prior to start), comprehensive work schedule (7 days prior to start with monthly updates), employee background checks (Local Agency Check and National Agency Check), current employee roster with REAL ID compliance information, and Safety Data Sheets for new hazardous materials. All contractor personnel require escort authorization and may obtain unescorted access via Restricted Area Badge following background investigation. Employees must wear long-sleeve shirts/coveralls and safety toe shoes, and all work must comply with base hazardous materials regulations and bio-environmental engineer approval for first-time hazardous material purchases.

The contractor shall provide all labor (including employee training), materials, equipment, supervision, and supplies as necessary to provide industrial and general cleaning services in the Central Heat and Power Plant (CHPP) at Eielson AFB. Due to the industrial nature of the required cleaning, there will be hazardous working conditions including combustible coal dust, heat exposure and heat exhaustion. Work shall require the use of equipment such as ladders, lifts, scaffolding, mops, explosion-proof vacuum, respirators, fall protection, etc. Must comply with all applicable 29 CFR 1910 OSHA General Industry Regulations. Provide certification and must be on site and available for review at all times. Services shall be performed on all vertical and horizontal surfaces in the plant including but not limited to all walls, floors, stairwells, structural beams, piping, ducts, generators, equipment, and control panels. The contractor shall ensure cleaning services are performed in a manner that will continuously present a clean and professional appearance. Must have a supervisor on shift during duty hours (0730-1630) to include a one (1) hour lunch break. All contract employees are required to sign in/out and keep the shift foreman informed of their location. This is necessary for safety of all personnel.
